The former Bauer Aerospace, Inc. (Bauer) property (property) is located at 126 Hyde Road in the Farmington Industrial Park (FIP) in Farmington, Hartford County, Connecticut. The property is designated on the Town of Farmington Tax Assessor’s Map 77 as Lot 15. The 8.45-acre property consists of one main building, two small storage buildings, and a paved parking area. The property is bordered to the north by the Connecticut Spring & Stamping Company; to the south and east by EBM Industries, Inc.; and to the west by the New England Clock Company and KIP, Inc. These companies are listed under the Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS).


The property was undeveloped prior 1968. Bauer leased the property from 1968 to 1992, and manufactured aircraft ground support equipment. Manufacturing processes at the facility included sheet metal cutting, welding, hydraulics, pneumatics, electrical/electronic assembly, machine shop turning, milling and grinding, air-spray painting, refrigeration, and cleaning. Wastes generated by Bauer included kerosene, waste oil, paint sludge, paint thinners, lacquers, metal scraps and chips, freon, and Toluol (a trade name for toluene). Since 1993, Omega Corporation (Omega) has leased the property from a private owner, and modifies turbine engines for both aircraft and ground-based industry. Processes currently performed on the property include laser or controlled spark cutting, tooling, milling, and turning. Wastes generated by Omega include scrap metal, oil filters, and floor wash water. In 1983, 18 unlabeled drums containing non-chlorinated solvents mixed with paint sludge and waste oil were identified during a hazardous waste inspection. In 1991, 15 to 18 additional drums containing hazardous and non-hazardous waste were observed during a perimeter survey of the property. Potential waste sources included discharge from a welding unit, cooling water discharge from equipment testing, and discharge from a portable pressure washer used for cleaning equipment in the parking lot. Previous investigations of the property include a 1992 Preliminary Assessment by the Connecticut Department of Environmental Protection (CT DEP); 1995 and 1996 Ground Penetrating Radar studies by HRP Associates; and a 1998 Site Inspection (SI).

The estimated population served by public and private groundwater drinking water supply wells within 4-radial miles of the property is 80,089. The nearest public drinking water supply wells are four FIP wells, which are located 0.28 miles and 0.31 miles south-southeast of the property. These wells, and two Johnson Avenue wells located in the same area as the FIP wells, are only available for emergency uses such as fire due to contamination with volatile organic compounds (VOCs). The nearest private drinking water supply well is located within 0.2-radial miles of the property. The depth to groundwater at the property is unknown, and groundwater flow in the vicinity of the FIP is assumed to be southeast. Analytical results of groundwater samples collected from seven nearby FIP wells in 1995 indicated the presence of five VOCs and one semivolatile organic compound (SVOC). None of the contaminants detected in FIP wells were found in on-site soil or sediment. Based on the lack of groundwater data for the property, no impacts from on-site processes to nearby groundwater drinking water supply sources are known or suspected.

Stormwater runoff from the property is expected to flow south through an intermittent swale and parking lot catchbasins, which discharge to Scott Swamp Brook and associated wetlands. Additional surface water bodies located along the 15-mile downstream pathway include Pequabuck River, Shade Swamp Wildlife Area, and Farmington River. There are no drinking water intakes located along the 15-mile downstream surface water pathway. Sensitive environments located downstream of the property include a Clean Water Act (CWA)-protected water body, a fishery, 7.3 miles of wetlands, habitats for State-listed species, and a State-designated natural area. Analytical results of surface water samples collected in 1987 from Scott Swamp Brook indicated the presence of seven VOCs. Analytical results of sediment samples collected in 1997 from Scott Swamp Brook, its associated wetlands, and the eastern catchbasin in the on-site parking lot indicated the presence of three inorganic substances. Based on these results, a CWA-protected water body and fishery have been impacted.

Approximately 60 workers are employed on the property. There are no residences, schools, or day-care facilities located within 200 feet of the property. Approximately 2,598 and 90,674 people reside within 1-radial mile and 4-radial miles of the property, respectively. Access to the property is unrestricted. No laboratory qualitative air samples have been collected from the property. Analytical results of surface soil samples collected from the former drum storage area in 1997 indicated the presence of cyanide and five metals. Based on site observations and conditions, the presence of hazardous substances in on-site surface soils, and the lack of property restrictions, potential impacts to nearby residential populations or sensitive environments are unknown.

The last known action on the Bauer property was the SI completed in April 1998, which concluded there was potential for human and environmental exposure to impacted soil, surface water, and groundwater on the property.
