Photo, Deputy Under Secretary Scott Bunton at an international conference.(Washington) T. Scott Bunton, a senior policy and legislative advisor to U.S. Senator John Kerry, has been appointed Deputy Under Secretary of Commerce for Export Administration, the Commerce Department announced today. Bunton will serve as the highest ranking career employee in the Bureau, fulfilling Secretary Daley’s pledge to hire qualified individuals to serve in permanent, senior level policy making positions. Mr. Bunton was selected from a group of exceptional candidates from within and outside the executive branch of government.

As Deputy Under Secretary, Bunton will oversee the administration of a growing portfolio of responsibilities at the Bureau: coordinating a team of international experts working to improve the Nonproliferation and Export Control (NEC) regimes of the Newly Independent States (NIS) and other nations with less well developed export control policies; managing the Bureau’s responsibilities under the President’s newly created Critical Infrastructure Protection initiative; and overseeing the development of BXA’s budgets and implementing the Bureau’s spending priorities for anti-terrorism and compliance with the Chemical Weapons Convention.

Bunton joins Commerce after a distinguished career on Capitol Hill. Most recently he served as Director of Legislation and Policy for U. S. Senator John Kerry of Massachusetts for seven years. As the senior policy advisor to the Senator, Bunton worked on a wide range of issues. His particular areas of expertise include arms control, defense policy, and the federal budget process. During his tenure in Kerry’s office, Bunton served as the Senator’s staff designee to the Intelligence Committee. Previous Senate experience includes work for Senator Timothy E. Wirth and then Majority Leader Robert C. Byrd. He has also worked for MCI Communications, the National Governors Association, and the Washington, D.C. office of the State of Texas.

Bunton is a native Texan, graduated from Baylor University with a Bachelor of Arts degree cum laude in 1971. He is married to the former Linda Duddles Moore, and they live in Arlington, VA with her son by a previous marriage.

Note:

In April of 2002 the Bureau of Export Administration (BXA) changed its name to the Bureau of Industry and Security(BIS). For historical purposes we have not changed the references to BXA in the legacy documents found in the Archived Press and Public Information.
