Issue: There is no health policy to people with HIV/AIDS and they are discriminated and defenseless. Project: Rosario has a city population of 1.000.000 and is (considered) the second city of latino america in numbers of infected with HIV/AIDS per habitant. There is no health policy at a governmental level. We have set up a private telephone line which aims at:1) Attention to carriers, complete assistance and in emergency situations. 2.) Offer support the persons who once they know they are carriers felt alone and left aside by their family and friends. 3) To inform regarding risk conduct health prevention and publicity. 4) Respond to different city demands such as free and anonymous blood analysis, judicial and psychological counseling. Results: The private telephone line set up has been widely accepted by a large number of city dwellers in general (different age groups and social classes) because of this we have found it necessary to form group of counselors with interdisciplinary knowledge (with an interdisciplinary educations (consciousness). 3,000 calls have been registered in one year, this has made possible: 1) 560 blood analysis. 2) Distribution of free medicine (donated) to the affected equivalent to US$ 12.000. 3) Self-helping groups. 4) Groups of teenagers working for community prevention. 5) A greater recognition on behalf of the community in general.6) Connections with groups of students from different universities (law, psychology, medical school, political science) concerned about this consternated matter. Lesson Learned: The attention given to the city dwellers through the confidential telephone line represents to only a publicity, information and HIV/AIDS prevention program, also we can intermediate: to improve quality of life of people with HIV/AIDS and to protect their human rights. This no government organization intend make ways to advance the participation of people infected and living with HIV/AIDS so it will improve prevention, education and care strategies will properly reflect the experience of people with HIV/AIDS.
