IS IT LEGAL TO DRIVE THREW A CENTER LEFT TURN DIVIDER AND NOT USE IT FOR A LEFT
TURN? BUT USE IT AS AN OTHER LANE.MY CALIFORNIA HANDBOOK SAYS LEFT TURN CENTER
DIVIDERS ARE TO BE USED ONLY TO MAKE LEFT TURNS INTO DRIVEWAYS/SHOPPING

Ruben:
Define "through"? If you need to drive across it, to enter traffic, it is
permissible. You may drive IN it, for up to 200 feet prior to your turn. You
may also ENTER it, from a side road or driveway, to enter traffic (in effect,
making a right turn out of the lane).
Do not confuse the shared center turn lane (marked by solid yellow lines AND
dashed yellow lines) with a "double-double" yellow divider (four yellow lines,
separated by a space of, generally, at least 24"). It IS illegal to cross a
double-double, since it represents a wall or blockade between traffic moving in
opposite directions.

I cannot get into "legal/illegal", but I do know that the laws state that a
driver in ANY lane must yield to those already in that lane. So, it will
determine who was there first, who was, or wasn't signaling, and who was
moving/not moving. You cannot speculate on the other drivers "intentions", they
may have meant to turn, simply not used a signal. You should contact your
insurance company and let their lawyers subrogate it out.
