This data is useful for environmental assessment of land use patterns with respect to water quality analysis, growth management, and other types of environmental impact assessment. The original GIRAS format for each 1:250,000 quadrangle was converted to Arc/Info and paneled together to create a seamless land use coverage for the entire state. The dates for the original source material range from 1972-1976, so the use of this layer could be limited to historical change. Purpose The purpose of this data is to provide land use/land cover information for the state of Georgia. Supplemental_Information Procedures_Used 1. The GIRAS line files were obtained from EROS Data Center (edcftp.cr.usgs.gov) for all of the 1:250,000 quadrangles in Georgia. 2. Each GIRAS file was unblocked using the unix command "dd if=infile of=outfile ibs=8000 cbs=80 conv=unblock". 3. GIRASARC2 with UTM option was run on each quadrangle to create a land use/land cover (lu/lc) coverage and a neatline coverage. 4. LABELERRORS was run on each lu/lc coverage and polygons with 2 labels points were checked in Arcedit. In most cases one of the label points was right on the line between 2 polygons, the other polygon having no label point. The label on the line was moved into the polygon with no label point. 5. The lu/lc coverages were built as polygon coverages and checked again for LABELERRORS. In all cases polygons still existed with no label points. CREATELABELS was then run with an id_base and IDEDIT was run to update the coverages. 6. The polygons with a value of 0 for LUCODE (labels just created) were examined in Arcedit and if they were splinter polygons they were eliminated. If they were not, then they were given an LUCODE value of "-1". Also all dangling arcs were eliminated at this time. 7. The Atlanta quadrangle had a problem with a horizontal shift of the upper tics which skewed the coverage out of the neatbox, so a transform was done on it to put it back into the boundaries for the quadrangle. 8. Each lu/lc coverage was then clipped by its neabox to eliminate areas that overlapped its boundaries. 9. Each lu/lc coverage was built as a line coverage for edit purposes. 10. Arcedit was started and the following commands were run on each lu/lc coverage: editfeature arc select rpoly# = 1 or lpoly# = 1 /* The outer boundary delete nodesnap closest 1 weedtolerance 1 grain 1 intersectarcs all get (neatline coverage for quad) /* This places a new outer boundary into the coverage which will /* match neighboring quadrangles. If that doesnt work, then an /* arc is manually added in to extend them to the neatline. save quit 11. Each lu/lc coverage was built as a polygon and checked for LABELERRORS. If errors existed, they were due to the old neatline intersecting the corner of a polygon rather than an edge. Arcs were added to split the two polygons that were joined by this. 12. Each lu/lc coverage was dissolved by lucode to eliminate internal neatlines. 13. Now each lu/lc coverage in UTM zone 16 was MAPJOINed into a single coverage of the western part of the state and each lu/lc coverage in UTM zone 17 was MAPJOINed into a single coverage. 14. These 2 coverages were then projected into an albers equal area conic projection with the following parameters: units meters datum NAD27 spheriod CLARKE1866 1st standard parallel: 29 30 00 2nd standard parallel: 45 30 00 central meridian: -83 30 00 latitude of origin: 23 00 00 false easting: 0 false northing: 0 15. These two albers coverages were clipped by the state outline from The Bureau of Censuss TIGER/Line Files. 16. The two state coverages were mapjoined into a single coverage. 17. LABELERRORS was run on this coverage which found polygons without labels. These were fixed by running CREATELABELS, IDEDIT, and then they were fixed in Arcedit. 18. The lu/lc coverage was dissolved by lucode to eliminate neatlines between quads. 19. The items LEVEL-I and LEVEL-II were added to the coverage and values transfered from lucode in info: CALC LEVEL-II = LUCODE CALC LEVEL-I = LUCODE / 10 20. The polygons with an attribute of "-1" were checked again to see if a matching polygon across a neatline could be found with an attribute. If so, they were attributed. If not, then an older version of lu/lc coverage was consulted. This coverage was created in the 1980s and had unknown polygons attributed from other sources. Edgematching was not done well on this older coverage so the need for this reprocessing. 21. The lu/lc coverage was dissolved by #ALL to eliminate the boundaries between polygons with identical attributes which were created in step 20. 22. A number of splinter polygons had been created around the edge of the state due to the CLIP so all polygons with an area of less than 100 meters square were ELIMINATEd. 23. A complication developed in trying to plot this coverage, in that some of the polygons were very detailed and would not plot on a Calcomp Color Electrostatic Plotter, it was decided to intersect the land use with the TIGER/Line File for the Counties of Georgia. This eliminated the large size and convoluted extent of some of the polygons and allowed successful plotting. 24. All tics were deleted and tics at 1 degree intervals were inserted. 25. The final name was set at LANDUSE2 since this was a the LEVEL-II land use/land cover coverage and the coverage was documented with DOCUMENT v7.0.4. 26. In preparation for publication to CD-ROM, The item CLASS, contain- ing Anderson classification descriptions, was added. 27. Documentation was updated to reflect this change using DOCUMENT v7.0.4 on October 22, 1997. Revisions 1.0 1.1 Datum change from 1927 to 1983 (North American Datum of 1983) Reviews_Applied Coverage was checked for spatial completeness and attribute completeness. All features are delineated by curved or straight lines that depict the actual boundaries of the areas (polygons) being described. The minimum size of polygons depicting all Urban or Built-up Land (categories 11-17), Water (51-54), Confined Feeding Operations (23), and Strip Mines, Quarries, and Gravel Pits (75) is 4 hectare (ha). All other categories of land use and land cover have a minimum polygon size of 16 ha. Those sizes also are considered the minimum sizes to which polygons are digitized. In the Urban or Built-Up Land and Water categories, the minimum width of a feature to be shown is 200 m; that is, if a square with sides 200 m in length is delineated, the area will be 4 ha. Although the minimum-width consideration precludes the delineation of very narrow and very long 4-ha polygons, triangles or other polygons are acceptable if the base of the triangle or minimum width of the polygon is 200 m in length and if the area of the polygon is 4 ha. For categories other than Urban or Build-up Land and Water, the 16-ha minimum size for delineation requires a minimum width polygon of 400 m. Line weight for delineating land use and land cover polygons and for neat lines is 0.10 mm at the production scale of 1:250,000. The state and county FIPS codes in items STATECTY, FIPS:ST, and FIPS:CO were retained. In addition the county name was retained in the field CNTYNAME. With these fields, countywide pieces of the land use/land cover can be easily reselected out of the coverage.
