  2. Can you explain the Team Arrangements in more detail?

    Under a Team Arrangement, Multiple Award Schedule contractors can join with other schedule contract holders and submit a solution or proposal to meet a customer's needs.

  3. How do I know I am getting the best price?

    GSA's goal is to be your best value supplier of choice. Multiple Award Schedule contracts offer Most Favored Customer discounts. Quantity discounts may also be available. Additional price reductions may be obtained by individual agencies. (This provision alone prevents anyone from claiming to beat GSA prices without contacting Multiple Award Schedule contractors first.)

  5. Can GSA Schedule 70 meet all of my needs? Even large or complex requirements? What if the Schedule contractor doesnt have everything under contract?

    With over 4 million commercial items available, Multiple Award Schedules can meet the vast majority of your needs. For those large or complex requirements, Multiple Award Schedules contractors can now join with other schedule contract holders and submit a total solution to meet your needs under a Team Arrangement. The modification process allows contractors to modify contracts at any time during the contract period. Therefore, contractors have the ability to place, under contract today, new items to meet your needs. This also assures the latest technology is always available to the customer. Incidental items may be added to a Schedule delivery order as long as it results in the lowest overall cost, the appropriate procurement regulations have been applied, and the price has been determined fair and reasonable.

  6. What is all this talk about a Blanket Purchase Agreement (BPA) under GSA Schedules? What exactly is it?

    Setting up a BPA with a Multiple Award Schedule contractor is a way to fill recurring needs while taking advantage of quantity discounts, saving administrative time and reducing paperwork. In the past, individual orders under a BPA could not exceed the maximum order limitation. Today, that is no longer true. With the removal of the maximum order limitation, agencies are no longer restricted by any dollar limitations when placing orders under a BPA. With a Multiple Award Schedule BPA you can order as much as you want, as little as you want and as often as you want. You can use a BPA as an ordering device that your field offices across the nation can participate in, allowing them to place orders directly. In doing so, your entire agency reaps the benefits of additional discounts negotiated into your own BPA! Team Arrangements are permitted with Multiple Award Schedule Contractors in accordance with FAR 9.6. Team Arrangements may be incorporated into your BPA!

  7. What is the Maximum Order Threshold that everyone is so excited about?

    This commercial practice brings more value and choices to our customers. Customer orders are not restricted by a maximum order limitation. New procedures have been developed that allow Schedule contractors to accept "any size" order. In accordance with FAR 8.404(b)(3) the maximum order threshold represents the point where it is advantageous for customers to seek a price reduction. In fact, for orders exceeding this threshold, after a customer reviews the pricelist(s) or GSA Advantage!TM, the FAR instructs customers to generally seek price reductions from Schedule contractor(s) appearing to provide the best value (considering price and other factors).

  8. How can I be sure the products or services I need will always be available on a GSA Schedule 70 contract?

    GSA Schedule 70 contract periods are as long as 5 years with three (3) five year options.

  9. When I place an order under a Schedule contract does it really meet Competition in Contracting Act requirements?

    YES! Use of the Multiple Awards Schedule program is a competitive procedure (see FAR 6.102(d)(3)).

  10. How can I be certain I will always be able to get the latest technology under Schedule 70?

    With the new modification process, Schedule contractors can continually refresh their Multiple Award Schedule contracts. With our Schedules a continual open season permits offers to be submitted at any time.

  11. What is GSAs policy regarding adding supplies/services to MAS delivery orders, where those supplies/services are not under MAS contract?

    As stated in the ATA Defense Industries case of June 27, 1997 GSA's procedures satisfy the requirement of CICA since the Federal Supply Schedule (FSS) contract prices have been competitively awarded based on price negotiations and evaluations prior to award of the FSS contract. However, GSA has not negotiated or evaluated prices for products and services that are not listed in the FSS contract. Therefore, customers must purchase "incidental" open market items using appropriate competitive procedures. After a customer complies with requirement of full and open competition for the incidental item it may be placed on the delivery order for administrative convenience.

  12. Are MAS/BPAs being used in place of the IDIQ government-wide acquisition contracts like Desktop V, with decentralized ordering by several agencies?

    A BPA should not be used to establish a government-wide IDIQ. Multiple agencies may, however, consolidate their requirements in an effort to obtain better discounts under a Schedule BPA. To assure they obtain the best value the BPA should reflect the consolidated requirements of all users, and include an estimated quantity. If a BPA is set up for multi-agency use, all agencies should sign the BPA. Multiple Award Schedule contractors provide a large variety of commercially available products and services at prices equal to or better than their Most Favored Customer prices. A cooperative Multiple Award Schedule Blanket Purchase Agreement is an excellent way for agencies to fulfill recurring needs quickly and cost effectively with schedule contractors.

  13. Is there a limit on the BPA period under a GSA Schedule?

    Yes. The BPA cannot exceed the GSA Schedule contract period. Customers are reminded that an annual review should be performed to make certain the BPA still represents a "best value".

  14. When a BPA is established under a Team Arrangement, can the Team Leader report the Industrial Funding Fee for the entire team?

    No. Each team member must report their own sales, in accordance with the terms and conditions of their Federal Supply Schedule contract.
