When navigating around islands or close to the sea with a tilted view, sea bottom tiles tend to disappear when still in view. This is related to the bounding cylinder bottom face which doesnt account for negative elevations.

* Reinstated sector min-elevation in geometry tile bounding cylinder. Min and max elevation are computed by pre-generated level 5 "extreme elevations".
* Applied vertical-exaggeratino to geometry tile bounding cylinder.
* Fixed: horizon distance is zero when eye elevation is negative.
* Fixed: sky gradient blocks view when eye elevation is negative.
