Annotation: DEFINES RESEARCH PROBLEMS OF UTAH LAWYERS, REVIEWS EXISTING AUTOMATED SYSTEMS, AND DETERMINES THE DIRECTIONS OTHER STATES ARE TAKING.
Abstract: AN EXTENSIVE SURVEY OF THE LITERATURE WAS MADE AND TWO QUESTIONNAIRES WERE DISTRIBUTED, ONE TO UTAH LAWYERS AND THE OTHER TO VARIOUS AGENCIES OF THE FIFTY STATES. THE RESULTS WERE THEN ANALYZED AND SPECIFIC RECOMMENDATIONS FORMULATED WHICH, IF FOLLOWED, WILL SIGNIFICANTLY UPGRADE LEGAL RESEARCH IN UTAH. THE MAJOR FINDING WITH RESPECT TO AUTOMATED LAW RESEARCH WAS THAT IT IS NOT A VIABLE SOLUTION TO THE RESEARCH PROBLEMS OF THE PRIVATE ATTORNEY IN UTAH. THE OTHER FINDING REVEALED CONSIDERABLE DISSATISFACTION WITH TRADITIONAL LEGAL RESEARCH TOOLS. AS A CONSEQUENCE OF THIS FINDING, THE PROJECT TEAM DEFINED AND RECOMMENDED A COMPREHENSIVE AND COORDINATED SET OF LAW BOOKS WHICH WOULD INCLUDE A DIGEST, GENERAL INDEX TO UTAH LAW, NON-ANNOTATED CODE, ATTORNEY GENERAL'S OPINIONS, AND ADMINISTRATIVE RULES AND REGULATIONS. IT WAS ALSO RECOMMENDED THAT THESE BOOKS BE PRINTED BY COMPUTERIZED PHOTOCOMPOSITION SO THAT A DATA BASE WOULD AUTOMATICALLY BE CREATED FOR FUTURE AUTOMATED LAW RESEARCH SYSTEMS. A FINAL RECOMMENDATION WAS THE CREATION OF A STANDING COMMITTEE ON LAW RESEARCH AND TECHNOLOGY IN UTAH WITHIN THE UTAH STATE BAR ASSOCIATION. (AUTHOR ABSTRACT MODIFIED)
