This new rule is an absolute joke!  The CBOE has set up rules (and you 
allowed them too!!!) so any order that allows them to buy below or sell 
above the NBBO and their auto execution stays on but if they are the 
best market then the order is held up and handled manually.  WHAT A 
JOKE!!
     
     
This is criminal! I can't believe that you allow them to turn off their 
auto execution.  The auto execution should stay on 100% of the time!
