Members and alternates will serve two-year terms ending June 9, 2000. The committee advises the secretary of agriculture on the level of services needed to provide USDA-inspection for the major types of tobacco and on fees to charge for these services, said Secretary Glickman. Newly appointed members and their alternates are: Donnie Hugh Smith, Willacoochee, Ga., and alternate Timothy Edwin McMillan, Enigma, Ga.; Clay Hester Vernon III, Milton, N.C., and alternate Leland McKinley Simmons, Newport, N.C.; Richard Arnold Enoch, Mebane, N.C., and alternate Elbert Ray Pitt Jr., Macclesfield, N.C.; Alwood Byron Ervin, Richland, N.C., and alternate Margie Humphrey Spivey, Lumberton, N.C.; Kenneth Stephen Ring, Georgetown, Ohio, and alternate Larry Wayne Hall, Georgetown, Ohio; Donald Keith Allen, Latta, S.C., and alternate William Edwin Dargan Jr., Darlington, S.C.; Cynthia Kaye Compton, Honaker, Va., and alternate Lucy Armistead Conner, Nathalie, Va. Appointees may serve a maximum of three terms as members or alternates. Section 5 of the Tobacco Inspection Act of 1935, as amended by the Omnibus Budget Reconciliation Act of 1981, Public Law 97-35, requires the establishment of a National Advisory Committee for tobacco producers for each kind of tobacco. The committee was established in March 1982. The committee consists of tobacco producers representing all U.S. tobacco production areas and meets at the secretary's request. #
