sir/madam,

i hope this can be forwarded to the commissioner.  ways to contact him are
conspicously absent from you website, 888 number, etc.

i just came across your prior notice obstacle as a result of trying to send
a box of tea bags to my sister in law in california.  unfortunately they
were held in a cage in memphis, tn by fedex due to a missing prior notice.

amazingly, under the guise of counter terrorism we have even restricted
family member to family member gifts sent by express courier.  how typing in
the manufacture name and address protects us against bio terrorism is beyond
me.  in fact if i reflect on recent current events, the terrorist threats i
can recall using the mail have all come from within our own borders.  our
enemy is fear itself.

i can only imagine what this will do to trade with international partners.
i guess time will tell.
