Description/Abstract The National Pretreatment Program establishes an overall strategy for controlling the introduction of nondomestic wastes to publicly owned treatment works (POTWs) in accordance with the overall objectives of the Clean Water Act.^The manual will provide guidance to POTWs on the application and enforcement of the Categorical Pretreatment Standards for the Pulp, Paper and Paperboard and Builders` Paper and Board Mills Point Source Categories.^Twenty-four of the 25 subcategories of the pulp, paper, and paperboard industry uses BAT, NSPS, PSES and PSNS limitations to control toxic pollutants.
