Mr. GRASSLEY introduced the following bill; which was read twice and referred to the Committee on Finance
- Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SUSPENSION OF DUTY ON SACCHAROSE.
- (a) IN GENERAL- Subchapter II of chapter 99 of the Harmonized Tariff Schedule of the United States is amended by inserting in numerical sequence the following new heading:

` 9902.17.01 Saccharose used for nonfood, nonnutritional purposes, as a seed kernel and in additional layers in an industrial granulation process for biocatalyst production (provided for in subheading 1701.99) Free No change No change On or before 12/31/2004 '.

- (b) EFFECTIVE DATE-
- (1) IN GENERAL- The amendment made by subsection (a) applies to articles entered, or withdrawn from warehouse for consumption, on or after the 15th day after the date of enactment of this Act.
- (2) RELIQUIDATION- Notwithstanding section 514 of the Tariff Act of 1930 (19 U.S.C. 1514) or any other provision of law, upon a request filed with the United States Customs Service on or before the 90th day after the date of enactment of this Act, any entry, or withdrawal from warehouse for consumption, of an article--
- (A) that was made after December 31, 2000, and before the 15th day after the date of enactment of this Act, and
- (B) with respect to which there would have been no duty, if the amendment made by subsection (a) applied to such entry or withdrawal,
- shall be liquidated or reliquidated as though such entry or withdrawal occurred on the 15th day after the date of enactment of this Act.
