Report No. MM-812 MASS MEDIA ACTION March 10, 1994 BELLS INDEPENDENT SCHOOL DISTRICT, PARIS INDEPENDENT SCHOOL DISTRICT GRANTED ITFS LICENSES TO SERVE DENNISON AND SUMNER, TX The Commission has granted the applications of Bells Independent School District and Paris Independent School District for Instructional Television Fixed Service (ITFS) facilities on Channels C1-C4 to serve Dennison, TX, and Sumner, TX, respectively. It denied the competing application of Silo Public Schools to serve Kenefic, OK. All applicants were qualified to be licensees and the Commission made its decision based on a comparison of the three. It found Bells and Silo entitled to four points for being local, three for being accredited, two for observing the four- channel limitation for a total of nine points each. Paris was entitled to four points for being local, three points for being accredited, two points for observing the four-channel limitation and one point for proposing at least 21 hours of formal educational ITFS programming per channel per week, for a total of ten points. Therefore, Paris was the preferred applicant. The Commission noted, however, that because the application filed by Bells was not mutually exclusive with that of Paris, it could be granted as well.
