Partnership between NGO and GO--the experience of the State Commission on AIDS of Rio de Janeiro, Brazil.

ISSUES: Rio de Janeiro State is the second of Brazil in number of AIDS's cases. Until 31/7/1997 we had 17.523 cases notified. The State Commission on AIDS is official, legalized by the Rio de Janeiro government in 1992 in order to join efforts from NGO and GO to improve politics and works based on human rights and to create new strategies to defy AIDS epidemic. With the BIRD's funds the Commission's signification was absolutely essential making project's evaluation to be financed and controlling the funds spent. The discovery of antiviral drugs brought new possibilities to public assistance organization. The claims for more prevention actions and beds on the public hospitals were replaced for more medicines and blood tests. PROJECT: To confront the registers of the Commission's meetings on 1996 and 1997, codifing the subjects discussed. They will be classified in five points: prevention, clinical assistance (including tests, ambulatories and hospitals), medicines, personnel appeals for assistance and institutional development (including courses, trainers, acquisition of basic equipment, rules and vaccine's rules). RESULTS: There were 10 meetings in 1996 where prevention appears 21 times, assistance 13, medicines 11, personnel appeals for assistance 2 and institutional development 17. In 1997 there were 8 meetings with less members than in 1996. The points discussed were: prevention, 5 times; assistance 3; medicines 6; personal appeals for assistance 4 and institutional development 4. LESSONS LEARNED: While the medical knowledge about AIDS increases we can observe a decline of prevention's works and discussions even on NGO or GO. Fortunately, the new drugs bring better conditions of life for people with HIV(+) or AIDS. However, if the developing countries make hardly investments in prevention, in few years we'll have millions and millions of infected people without any chance of treatment.
