Pursuant to section 54.703( c)( 1) of the Commission’s rules, only members of the industry group that a Board member will represent may submit a nomination for that position (e. g., only competitive local exchange carriers may submit nominations for the Board member who will represent competitive local exchange carriers). In order to expedite the appointment process, members of the relevant industry group are encouraged to nominate a single candidate who possesses substantial experience in, and knowledge of, telecommunications issues. If members of the relevant industry group fail to reach consensus on a candidate to serve on the Board, or fail to submit a nomination for the particular Board member seat, the Chairman of the Federal Communications Commission will select an individual from that industry group to serve on the Board. Pursuant to section 54.703( c)( 2) of the Commission’s rules, 2 each nomination must be captioned: “In the Matter of: Nomination for Universal Service Administrative Company Board of Directors, CC Docket Nos. 97- 21 and 96- 45.” An original and four copies of each nomination must be filed, in accordance with Part 1 of the Commission’s rules, with the Commission’s Secretary, Marlene H.
