REACH is a three-year, USAID-funded Program focusing on providing direct service support grants to local health providers throughout Afghanistan. Through the REACH Program, MSH will be able to extend health services to underserved areas in Afghanistan - primarily by strengthening the capacity of local NGOs for service delivery, as well as the public sector, through a program of Performance-Based Grants. RESPONSIBILITIES: The Literacy Advisor oversees the REACH Learning for Life Program to be implemented by the Subcontractor within 13 provinces of Afghanistan. The Literacy Advisor maintains close communication and coordination with REACH Training and Education Section, specifically the Safe Motherhood Unit, CHW and Refresher Training Unit, and Gender Unit, as well as liaise with other sections of the REACH Program to ensure that the longer term goal of training health personnel can be achieved. Specific responsibilities include, but are not limited to: Assisting in the selection of the Subcontractor by providing technical review of proposals; Orienting the Subcontractor for quick start-up of the literacy program; Overseeing the implementation by the REACH Subcontractor of the Literacy for Life accelerated health-focused literacy and accelerated learning program; Maintaining close technical supervision of the Subcontractor to ensure that all terms of the contract are met; Supporting the Subcontractor as needed in negotiations and establishment of procedures and standards with the various ministries; Providing USAID and MSH with regular verbal and written updates on implementation of Learning for Life Program as required. REQUIREMENTS INCLUDE: University degree in adult education (Ph.D., M.A.), or equivalent; Excellent management skills with significant experience in Adult Literacy and/or Accelerated Learning programs in a developing and/or post-conflict country; Experience in adult literacy, health and accelerated learning methods most desirable; Experience working with USAID funded programs preferred; Excellent communication skills and ability to work as part of a team; Proficiency in Microsoft Office programs, including Word, Excel and Access; Proven written and verbal proficiency in English. Fluency in Dari and/or Pashto an asset; Previous working experience in Afghanistan desirable; Able to work comfortably in an often unstable security environment; Ability and availability to travel, as needed.
