Objectives and Scope
The key goals/purposes of the TA are (i) exploring ways for improving the mechanisms for poverty reduction resource management and delivery, and improving the governance status of government dominated poverty reduction projects by involving NGOs in the village development project planning and implementation; (ii) improving the effectiveness and quality of village poverty alleviation and development planning and implementation; (iii) Exploring effective ways for NGOs to use public resources to participating in the poverty reduction in PRC, and (iv) Strengthening the capacities of NGOs in poverty reduction planning and implementation, and in cooperating with government departments to implement poverty reduction projects. The project components include: (i) evaluation and assessment of the existing village poverty alleviation and development planning process and quality as well as the effectiveness of the poverty reduction resource utilization in Jiangxi. (ii) Pilot village poverty alleviation and development planning and implementation by selected local or international NGOs in six villages in Jiangxi; (iii) Study of existing policies and regulations that restrict the participation of NGOs in implementing government's poverty alleviation programs and making recommendations to increase the contributions of NGOs to PRC's poverty reduction. One major output is a concrete strategy for LGOP to change its operations and include NGOs in its work with an explicit role.
