The empowerment of subcommittee on provincial AIDS prevention and alleviation response on HIV/AIDS epidemic in 75 provinces, Thailand in 2002.

Issues: In Thailand, the management organization of HIV/AIDS program both at the national and local levels have adjusted several times over this period to improve its efficiency to cope with the HIV/AIDS increasing epidemic. However, the HIV/AIDS management organizations have faced many problems. Therefore, the empowerment of the subcommittee is one major strategy to deal with the AIDS problem in 75 provinces. Description: To empowerment of provincial subcommittees on prevention and alleviation HIV/AIDS (PAC) epidemic in their province, we focused on strengthening the multi-sectoral collaborations and participation in the managerial processes. To measure the success of this program, we developed the precise and appropriate indicators to be used as the tools of monitoring and evaluation system in each level. The total budget in this project was about 1,309,500 US[dollar] for empowering 75 provinces. This project has 4 outputs and indicators. Lessons learned: This monitoring and evaluation result that is following the indicator of outputs, the 87.10% of PAC 75 provinces have prevention and alleviation on AIDS operating plans by using the Multi-sectoral approach, the 82.26% of PAC 75 provinces have data centers that respond to the prevention and alleviation on AIDS effectively, the 70.97% of PAC 75 provinces have prevention and alleviation on AIDS activities that respond to the targets and problems in each province, and the 56.45% of PAC 75 provinces have monitoring and evaluating. Recommendations: The indicators of output and outcome of this project to be used as the tools of monitoring and evaluation this project.
