Innovating, Measuring and Promoting Poverty Alleviation through Cooperatives in Transitional Societies (IMPPACTS)

PROJECT OBJECTIVES:

  • Mobilize grassroots support to lobby for cooperative and business law reform; Strengthen cooperative support organizations
  • Better serve and advocate for cooperatives in a demand-driven process;
  • Provide support to GER Initiative Business Advisors to improve training and services specific to business groups and associations;
  • Document processes, successes, and obstacles to improving business development services, cooperative development, and the cooperative enabling environment.

    MAJOR ACCOMPLISHMENTS:

  • Strengthened 99 business groups through guidance on cooperative principles such as joint marketing;
  • Designed organizational assessment tool and conducted in-depth organizational assessments of 50 business groups. The results have been compiled into a report with suggestions for project implementation;
  • Supported the formation of three new grassroots business associations;
  • Partnered with national and foreign cooperative support organizations to develop training for association leadership and to advocate for more conducive laws and regulations;
  • Designed a rapid cooperative assessment tool to evaluate the general countrywide status of and framework for cooperatives in Mongolia;
  • Drafted Principles of an Enabling Environment for Cooperatives, in coordination with seven other US-based cooperative development organizations, to guide support for cooperative law and regulation reform efforts.

    PROJECT LOCATION:

    IMPPACTS is working with residents of the ger areas around Ulaanbaatar, Darkhan, Erdenet, and Choibalsan, four of the largest cities in Mongolia. IMPPACTS is also being implemented in Bosnia & Herzegovina and the Philippines.

    PROJECT GOAL:

    IMPPACTS aims to promote economic development through cooperative approaches. The project seeks to refine our understanding of the variables that impact cooperative effectiveness on vulnerable economies, develop better tools to measure the social and economic impact of cooperatives, and enhance the legal, regulatory, and societal conditions for cooperative development.
