stamp ADMINISTRATION of the [entirely handwritten] PRESIDENT of RUSSIA þ 19101992 þ DEPARTMENT OF LETTERS and CITIZEN RECEPTION Dear Advisor to the President D. Volkogonov!

In 'Arguments and Facts' þ 38-39, 1992 on page 11, the short article "Five did not return to the States" shows that the United States Government, with the help of our Government, is doing something about its [lost] citizens.

I think that the number 'five' is underestimated.

I, Lyudmila Pavlovna Meshchakova, was born in San Francisco on 9 Apr 24 and by place of birth am a citizen of the States.

My father, Pavel Stepanovich Meshchakov, and mother, Tatyana Fedorvna Meshchakova, were members of the American Communist Party and immigrated to the Soviet Union through Kharbin in 1935.

My father was repressed in 1937 and died in the camps. My mother was repressed in 1937 and was sent to a voluntary resettlement in Kazakhstan for 5 years. In 1979 she died in Khar'kov. My parents were rehabilitated.

Along with my children, I had much serious aggravation, difficulty, and persecution because of where I was born.

I believe this is all behind me and life goes on. I am a pensioner (and at today's prices, you understand what that means).

My place of birth is verified by my Soviet Passport. I think that even the US Census Bureau also has evidence of my birth.

I wish to be included in the list of Americans living in the CIS compiled by the Joint Commission.

It's not clear from the article what the Commission's work specifically is.
