Transactional Billing for Transfer Shipping
ATTENTION: Washington National Records Center (WNRC) Customers
The WNRC would like to inform you about our transactional billing for pick-up and delivery services, in the Washington metro area, authorized under the National Archives and Records Administration's Records Center Program (RCP). We offer two kinds of reimbursable pick-up and delivery services, one for larger shipments of records (100 or more Federal records center boxes) and one for smaller shipments (up to 99 Federal records center boxes), provided that the Standard Forms (SFs) 135 for the records have been reviewed and approved for transfer. The cost of shipment is part of your National Agreement with the Records Center Program (RCP). There are surcharges for the driver placing and /or arranging boxes on skids or pallets, dealing with problematic loading dock facilities facilities, picking up classified records (which includes the costs of two WNRC staff cleared to handle the records), and other special services.

Large Transfer Shipments (consisting of 100 or more boxes)
We charge $300.00 for each WNRC truck visit to your agency to pick-up your records.

Medium Transfer Shipments (consisting of 1 to 99 boxes)
For transfers of 1 to 99 boxes, pay one simple flat rate of $100. This rate is competitive with private trucking firms operating in the metro Washington area. Save time, paperwork, and money -- call the transfer desk at WNRC today at 301-778-1550 to schedule your pick-up.

Metro Courier
Your agency may want to consider using our Metro Courier service for recurring pick-ups. Pick-up and delivery costs for small transfer shipments (up to 23 boxes) are less expensive than the services for larger transfers. See attached sample agreement for the Metro Courier service. For example, if your agency wants WNRC staff to pick up new transfers, deliver reference requests, or pick-up boxes to be refiled that are under this threshold number, we will come to your agency to pick-up and/or deliver records in a truck from our modern fleet. The Driver Will Request Someone From Your Agency To Sign A Pick-up Receipt Form.
When the WNRC truck arrives at your agency, someone from your agency will need to sign the receipt form. If your agency declines to sign the form, the WNRC truck driver will not take the boxes and will off load any boxes already placed on the truck.
We Continue To Offer Delivery of Skids and Pallets To Your Agency Before the Actual Pick-up of Records.
While there is no fee for the pallets and skids, the delivery drop off fee for them is $300.00 per trip to your agency.
Competitive Prices and Direct Delivery to the WNRC
These fees are competitive with other carrier companies as we have priced some of our competitors. The fees only recover the costs of our driver's salary, vehicle rental expenses, gasoline, etc. While our prices are competitive, please note that there are disadvantages to using other motor carriers. For example, other carriers frequently use a temporary staging terminal for your records, between the point of pick-up at your agency and the delivery at the records center. You may not to want store sensitive Privacy Act materials, which have special liabilities, in such terminals overnight.
You Can Trust That the Records are Being Handled by WNRC Staff with Appropriate Clearances.

Fast Pack Services
Do you need assistance in pulling your transfers together? We can send a technician or archives aid to your agency to assist your employees. Our worker(s) will help you pull the transfer together and move the boxes from various floors to the loading dock. Our technician(s) will help you ensure that your records are packed and arranged correctly for pick up. Hourly charges vary for Fast Pack services.
