This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will be issued as request for quotation number H94002-08-Q-0036.

The solicitation/request for quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, effective on June 12, 2008.

This is a 100% set-aside for small business against NAICS Code is 811212 - Computer and Office Machine Repair and Maintenance with a business size standard of $25,000,000.

The requirement is a non-personal service, preventive and remedial maintenance agreement for the 15 Remstar/Megastar vertical carousel storage systems, as a 12 month base period with four 12 month options. See the attached solicitation/request for quotation H94002-08-Q-0036 for a list of the contract line item numbers and items, quantities, and units of measure, including options.

Performance shall be delivered, accepted, and inspected at the FOB destination: TRICARE Management Activity, 16401 East Centretech Parkway, Aurora, CO 80011-9066. The period of performance is date of award through 12 months.

The solicitation will be evaluated as lowest price technically acceptable.

The provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition with additional information provided in the "Solicitation Information" section of the attached request for quotation.

Offerors are advised to include a completed copy of the provision 52.212-3, Offeror Representations and Certifications - Commercial Items, Alternate I, with its offer.

The clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.

The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, and the additional FAR clauses cited in the clause are applicable to the acquisition.

The contracting officer has determined additional FAR and DFARS clauses and contract requirement to be necessary for this acquisition and consistent with customary commercial practices.

The Defense Priorities and Allocations System (DPAS) assigned rating is S1.

Quotations shall be received by September 18, 2008, no later than 3:00 PM Mountain Time. Quotations received after the date and time stated may be rejected. The attached Amendment 0001 (Standard Form 30) to RFQ H94002-08-Q-0036 contains changes to the scope of work and to all of the Contract Line Item Numbers.

As the quotations shall consist of a technical quote and price quote, the price quotation shall be submitted on the Government provided Amendment of Solicitation/Modification of Contract, Standard Form 30 (Amendment 0001). The terms and conditions on the original RFQ H94002-08-Q-0036 remain unchanged.
