Lifecycle Phases

In some respects, the CMS Integrated IT Investment & System Life Cycle Framework can be viewed as a hierarchy. The top layer in the Framework is generally applicable to all CMS information technology (IT) investments, which may be comprised of one or more individual IT projects or automated systems.  This investment layer is based on the Select/Control/Evaluate conceptual model for IT investment decision-making provided by the Government Accountability Office (GAO).  As a result, the activities that comprise the CMS IT investment life cycle are referred to collectively in terms of three lifecycle phases: 

  1. IT Investment Selection Phase 
  2. IT Investment Control Phase 
  3. IT Investment Evaluation Phase

The second layer or tier of the Framework integrates the traditional system life cycle that is generally applied to an individual IT project or automated system. This system layer is based on the IEEE/EIA 12207 industry standards for system engineering.  As a result, the activities that comprise the CMS system life cycle are referred to collectively in terms of 10 lifecycle phases: 

  1. Initiation (Intake) Phase 
  2. Concept Phase 
  3. Planning Phase 
  4. Requirements Analysis Phase 
  5. Design Phase 
  6. Development Phase 
  7. Test Phase 
  8. Implementation Phase 
  9. Operations & Maintenance Phase 
  10. Disposition Phase

While the phases of the investment and system life cycles are graphically depicted in sequential order within the CMS Integrated IT Investment & System Life Cycle Framework (reference Life Cycle Overview Graphic download available via the Overview section), some of the phases may overlap on some projects or may occur iteratively for other projects, depending on the system development methodology selected for the project.  

The "Lifecycle Phases" download provides detailed information regarding each of the investment and system lifecycle phases defined in the Framework, and describes their relationship to one another.
