To Whom it may concern: I am writing to petition the Federal Aviation Administration (FAA), on behalf of Kent State University (KSU) Flight Operations for an exemption from Title 14 Code of Federal Regulations Paragraph 135.251, 135.255,135.353 and Appendices I and J to Part 121. The purpose of this exemption would permit KSU to conduct local sightseeing flights in the vicinity of Stow, Ohio for its community Aviation Day on September 11 & 12 2004 without complying with certain anti-drug and alcohol misuse prevention requirements of Part 135. Aviation Day is a two day event that occurs annually at the KSU Airport (1G3). Aviation Day promotes General Aviation among neighboring communities and we like to use this opportunity to sell sightseeing flights. This year will mark the eight Aviation Day at KSU. We will offer airplane rides at a reasonable rate for the benifit of the Kent State University Precision Flight Team, a member of the National Intercollegiate Flying Association (NIFA). We plan to offer these rides on Saturday, September 11 and Sunday September 12 2004. All fo our flights are conducted by Cetified Flight Instructors that are employed be KSU. On Aviatiion Day they donate their time to offer these rides to the community. While requesting an exemption from the above regulations, we wil comply with Title 14 C. F. R. 135.249 and 135.253. Please grant KSU exemptions from the anti-drug and alcohol misuse prevention requirements of Part 135 and 121. Feel free to contact me at (330)672 1933 or raclark3@kent.edu. Best regards, Richard Clark Chief Flight Instructor, Kent State University
