Subject: OFM Transmittal No. 141 - Travel Credit Card Misuse

All,
As you know, we have now been tasked w/ reporting employee cases of travel
card misuse to the OMB on a quarterly basis. In this regard, this office
has requested each IC to review the monthly USBank Report and to report to
us the transactions that they believe constitute cases of misuse. To date,
we have received data from you representative of the January and February
monthly reports. At the same time, this office is proactively reviewing the
same reports, not in an effort to correct your findings, but more in line w/
obtaining a better gauge as to whether there is a clear understanding
throughout the community as to what sorts of transactions, in fact, do
constitute travel card misuse. Thus, what we have learned is that there are
still some uncertainties in this regard. W/ this in mind, this office will
be issuing OFM Transmittal No. 141A shortly, as a follow up to this message.
Transmittal No. 141A should help clarify what items you need to be looking
for when you examine the monthly reports for cases of misuse. In the
interim, we will be contacting some of you w/ additional questions
concerning transactions that we believe need to be examined more closely
based on the number of cases you reported to us for both the months of
January and February. Keep in mind, even though a cardholder might have
been reported to us in the first quarter as a case of misuse, if that same
cardholder continued to use the card in an unauthorized manner into the
second quarter of the fiscal year, the employee would have to be counted
again in the second quarter, as a case of misuse.
