BACKGROUND: Since October 1991, the Brazilian NGOs have begun to follow the national and global HIV vaccine strategies. From the first moment they were perceived as important public health issues in AIDS, and many NGOs were interested.METHODS: This led to the creation of 5 NGO representatives at the National HIV Vaccine Committee, elected every 2 years at the National AIDS/NGO Meeting. The approach was based on the lemma onothing but excellencyo to overcome the suspicions concerning trials sponsored from abroad. It also led to a familiarity with ethics and access issues and formed a link between treatment and prevention advocates and NGOs and vaccine issues.RESULTS: As a result, 3 national meetings were organised (in 1994, 1996, and 1998) together with the National Meeting of People Affected by HIV/AIDS, 7 issues of a bulletin were published, and currently 2 CABs (Rio de Janerio and Sao Paulo) are being formed based on AIDS/NGOs. Ethical skills led to participation in some of the more than 250 ethical review boards established in Brazil since 1996. Excellency in trials all over the world has been requested in every ethical meeting to which Brazilian HIV vaccine advocates have been invited.CONCLUSIONS: The link from the very beginning between treatment, prevention, and vaccine advocates has been reciprocally fruitful for each of these fields.
