The two now separate functions had been combined at one time but were separated when It was thought adviseable to have the collection function in the hands of an appointed rather than an elected officer. With the post of Treasurer made appointive, that objection will be overcome. Administration of the Alaska Real Estate Commission would be transferred to the division of administrative services for licensing and examining.boards in the Department of Commerce. (k) Department of Education. --; This is comparable to the'present Department of Education, headed by a Commissioner and'appointed by the Board of Education. It is recommended that the Board would continue to function ex officio as the Teacher's Retirement Board and as the Board of Vocational Rehabilitation, the latter being required by federal law as a prerequisite to•receiving Federal monies. It is also recommended that the Department of Education absorb as separate divisions the present (l) Historical Library and Museum, and (2) the Department of Library Service. ! : ,-r . ., Alaska now has: a "Librarian and Curator of the Territory'1 and a "Territorial Librarian"/ operating independently under a commission and board'-^respectively. Since both entities are basically of an educational nature and do not at this state -- in Alaska's development -¦ warrant major department status, it is suggested that they could experience coordinated growth arid effective operation under the Department' of Education until such time as a change in status appears reasonable. >' ••• L . ' (5) Department of Health,and Welfare. -- This department,represents, a combining of three existing "departments" (l) Health, (2) Welfare, and (3) Juvenile'Institutions, along with (4) the Pioneer.'s. Home) into one new department headed by a Commissioner. - . appointed by the; Governor and confirmed by the Legislature.., The Commissioner would administer the department through the specialists and technicians heading the various divisions ,of the agency. " i . The governing boards of the three departments and one institution would be abolished. The Water Pollution Control Board, now the Board of Health ex officio, would be reconstituted as an advisory board within the appropriate division of the.new department. The Hospital Advisory Council would be selected by the Commissioner of Health and Welfare in consultation with the Governor. •(A separate -division would be created within the department to administer the Pioneer1s Home. (6) Department of Labor. -- This department would be headed by a Commissioner of Labor, now elected.,' to be appointed by the. Governor and confirmed by the Legislature. -31-
