Description/Abstract | Legislation to promote the use of coal slurry pipelines by granting pipeline companies access to railroad rights-of-way has been stalled in the Senate and weakened in the House.^Amendments to the House version require an expensive and detailed study to show that water tables in the construction area will not be adversely affected and grants water rights to the states.^The railroads remain opposed to the bill even with the amendments.^(DCK) |
