Regarding the Annual Travel Authorization, the question was posed by Sandra
Beck in the Ohio District, how the wording on annual travel authorizations
should be for Non-government Employees or Volunteers.  I finally got an
answer from Susan Sheely yesterday.

For Non-USGS folks, authorizations must be done on a trip by trip basis.
There is absolutely no way around this.  

For Volunteers, they are considered employees, and you can do an annual
travel authorization, but you must state on the TA that travel is
authorized when ordered or directed by the supervisor.
