Barry West, CIO of FEMA Dianah Neff, CIO of Philadelphia Jenny DeBlois, representing Miami-Dade County CIO Judy Zito We have also invited EPAs CIO Kim Nelson to the group Dot-Gov Domain- The General Services Administrations (GSA) Federal Technology Service (FTS) has begun charging for Internet Gov domain names. The fee for new registrations and renewals will be $125 per year for each domain. Fees for all new registrations began on July 6, 2004. Department and agencies will be charged for existing Gov Internet domain names in phases beginning July 15, 2004, through September 2004. Finally, GSA will now require departments and agencies to renew their domain names one year from the date of registration. The fee structure is required to recover a portion of the operating expenses for the Internet Gov Domain Registry. A letter was sent to CIOs, which provides more detail on this decision. We will make the letter available to the group. Partnership for Intergovernmental Innovation - On July 21st, 2004 the Partnership for Intergovernmental Innovation met in Washington, DC. Among the highlights: Speaking about Formal IT Governance Structures: Bob Woods Chairman of the Industry Advisory Council and President of Topside Consulting Group, (DISCUSSED EXAMPLES FROM FAA) Jim Flyzik Guerra, Kiviat, Flyzik and Associates Inc (DISCUSSED THE IMPLEMENTATION OF AN ENTERPRISE NETWORK AT TREASURY) Bill Burgess National States Geographic Information Council spoke about (DISCUSSED INTERGOVERNMENTAL COORDINATION IN THE NATIONAL MAP PROJECT) Also, two officials spoke about intergovernmental projects bringing together state and local governments. Lori Bame of the State of Washington spoke about Statewide Information Coordination Consortium to support cross-organizational, cross-jurisdictional enterprise information coordination across levels of government. Lori demonstrated Showcase Washington, which provides state and local performance information and showcases intergovernmental coordination successes. Meghan Cook - Center for Technology in Government, spoke about the NY State-Local Internet Gateway Prototype Project, an effort to jointly develop a single gateway for state and local governments to perform G2G functions. The prototype applications were a contact repository, a dog licensing application and the Parcel Transfer Verification Check Application ACT Management of Change: Citizens Speak Out Town Hall - The 2004 ACT Management of Change Conference was a big success. It was held in Philadelphia, PA, on May 24-26, 2004, and brought together over 400 senior government and industry executives. The focus was on Citizen Services. Darlene Meskell spoke about one of the highlights, Town Hall: Citizens Speak Out, moderated by Frank Sesno, Contributor and Former Senior Vice President and Washington Bureau Chief, CNN. Citizens, business and public sector participants representing seniors, veterans, the Hispanic community, first responders, small business, youth, and state governments discussed what they are hearing from citizens. Two common themes of the discussions were that citizens want services to be simple to access and use, and designed with the citizen in mind. Highlights of Last IAB Meeting James Mackison spoke briefly about the last IAB meeting on March 24th, 2004. At the last IAB meeting, President of the National Electronic Commerce Coordinating Council and Minnesota Secretary of State Mary Kiffmeyer provided the group with an overview of intergovernmental priorities for the State of Minnesota. Secretary Kiffmeyer noted that archival and identity management were important issues. Ms. Moira Gerety, CIO of New Mexico, gave an overview of her states intergovernmental priorities. Ms. Gerety noted the need for federal leadership to facilitate the sharing of software among states in the administration of federal programs. For example, in healthcare all 50 states spent $5 million a piece retrofitting systems to comply with HIPAA. Intergovernmental Priorities, FEMA Barry West, CIO of the Federal Emergency Management Agency spoke about some of the intergovernmental priorities in FEMA and the Department of Homeland Security. FEMA is one of 22 bureaus within the Department of Homeland Security. Among the major intergovernmental priorities for FEMA: Maintaining current all hazards response capability Information sharing of disaster-related information across agencies and levels of governments Cyber Security Integrating enterprise architectures (FEMAs with DHS architecture and the federal enterprise architecture) Work with the National Emergency Management Association (NEMA) Pre-disaster communications capabilities for Federal, State, and local emergency management personnel in mitigation and preparation efforts Implementing a department-wide Enterprise Resource Management system E-Gov Strategies Make it easier to coordinate with and be interoperable with state and local first-responders The Disaster Management Presidential E-Gov Initiative, which includes the disasterhelp.gov portal and the Disaster Management Interoperability Services. Collaboration tools such as threaded messaging and chat rooms for intergovernmental work An e-grants system Intergovernmental Priorities, City of Philadelphia Dianah Neff, CIO for the city of Philadelphia spoke about some of the intergovernmental priorities for her city. Philadelphia is both a city and county government. Priorities include: GIS data sharing and standards and working with the Geospatial One-stop initiative. One major need is federal government funding and coordination of high-resolution aerial imagery. The greater Philadelphia area is actually a region that spans 3 states and 11 counties, which requires collaboration among the jurisdictions in the region. Philadelphia participates in the Eastern Region CIO Roundtable. Disaster Response Enterprise Architecture Homeland Security Social services administration and urban renewal. DRAFT Business Continuity Report The IAB has drafted this report to document the need for a business-centric business continuity approach as opposed to an IT-centric approach. To illustrate this need, the study focuses on enterprise-wide and intergovernmental approaches to business continuity. The objective of this report is to identify and publicize some of the experiences and best practices of government managers in business continuity planning. The report highlights Federal, State, and local government initiatives, research culled from numerous studies and trade publications, and award and best practice programs that recognize business continuity practices. The report also analyzes lessons learned from events such as Y2K, 9-11, and the Northeastern Blackout and Hurricane Isabel. This report is not intended as a how-to guide that covers the basics of business continuity planning. Rather, it seeks to fill the gaps that the IAB has identified in government business continuity programs. Among the major findings and conclusions: Government and business are beginning to take an enterprise approach to business continuity planning. Involving intergovernmental and private sector partners in business continuity, beginning at the planning stage, allows governments to maintain critical interdependencies and share resources and facilities. In addition to disaster response and emergency services, resuming day-to-day operations and continuity of government, especially for the most critical services, should be a major component of any business continuity plan. Business Continuity is perceived by many in government as the responsibility of IT offices event occurs, system goes down, IT shop recovers system, business continues. However, because of the reliance on IT throughout the enterprise, business continuity should really be a concern for everyone in the organization, including senior management. This means that it should be factored into business planning, performance measurement, and all other aspects of the business that rely on information to achieve their missions. This enterprise view of business continuity is critical to protecting systems, understanding risks and vulnerabilities, and reducing the impact of a disruption. To accomplish this entails involving all stakeholders, including other governments, the private sector and even the public. It also requires agencies to consider the worst-case scenario that they may have to continue to provide critical services and accomplish their mission without access to infrastructure on which they rely. This report highlights many examples of governments doing this. The report is being proofread and finalized and will be published online and announced to the intergovernmental IT community. Useful suggestions were made regarding the use of standards in business continuity and more real-world examples to bring the issue home to non-IT and Business Continuity practitioners.
