The rule should be written in a manner that makes it clear that the principal executive officer and the principal financial officer of ANY publicly-traded company must legally certify that ANY documents and forms submitted, as required by law, are accurate and complete. I am concerned that the phrase "to the best of my knowledge" may provide documents' signers excessive room to legally maneuver regarding what is appropriate and necessary for them "to know". I ask that the phrase "to the best of my knowledge" be removed and replaced with words that stipulate that the principals signing the documents performed the proper diligence to assure the accuracy and completeness of said documents, and written in a way that allows for fewer legal escapes from their corporate and public responsibilities.
