SEVERE WEATHER AVOIDANCE PROGRAM (SWAP) -

ATLANTIC OFFSHORE CONTINGENCY ROUTES

/*TREF/ The FAA has established new contingency routes designed to allow deviations to the east when the SWAP is in effect on the East Coast. These eight north-south routes are designated VACAPES SWAP (VS) routes, abbreviated as VS-1 through VS-8.

The routes use global positioning system waypoints established on existing east-west Atlantic routes in the East Coast offshore areas. Since the VS routes are coded routes used only for SWAP contingencies, the FAA does not intend to publish the routes on any charts that are for public use. However, the waypoints are in the National Flight Data Digest database.

The Air Traffic Control System Command Center (ATCSCC) and east coast air route traffic control centers (ARTCC) will determine which route will be used during a severe weather event.

Figure 1 graphically depicts the routes.

Background:

The East Coast SWAP addresses procedures for routing aircraft operations through the offshore warning area airspace, when the military mission permits, to avoid severe weather conditions. Historically, the use of warning area airspace was limited by:

·         The lack of established offshore navigation points for use during SWAP deviations;

·         The manner of subdividing warning area airspace, which did not provide for the most efficient release of airspace to accommodate weather deviations.

The purpose of the SWAP Waypoints initiative is to increase efficiency during severe weather events, which relates to the National Airspace System Redesign mission. The ultimate goal is to design procedures using new technology that would lead toward real-time use of special use airspace, without compromising the mission of the Department of Defense. It has been a significant adjunct to the “Spring Severe Weather” initiatives, which have the full support of the FAA and the airline industry.

A letter of agreement to implement the SWAP routes and airspace release procedures has been executed between the Department of Defense and the FAA. The involved air traffic facilities are Boston, New York, Washington, and Jacksonville ARTCCs, and the ATCSCC.
