Hill Assistant Chief Hydrologist for Operations Subject: Staffing Issues As you know, the Chief Hydrologist has asked us to monitor closely the cost of doing business at headquarters, and particularly those costs associated with the labor force. We must look for the most effective and efficient way to maximize the use of existing staff, and, when necessary to increase staff size, to look for individuals elsewhere in the Division who are or might possibly be interested in career moves. Many of these individuals are in organizational components that are currently or could soon be facing severe funding cuts. If we do not take advantage of opportunities to place these individuals whenever possible, we could be faced with formal reductions-in-force sometime in the future. With this in mind, effective immediately, I have asked the Branch of Human Resources Management Support to delay the processing of any personnel action that would increase an individual's work schedule, all conversions to permanent appointments, all requests for outside hires on any type appointment, all reassignments, and all requests for vacancy announcements, until such actions are cleared by me. I will apply the Internal Priority Placement Program (IPPP) that was approved at a recent Human Resources Management Committee meeting, discuss alternatives with you, and secure the Chief Hydrologist's preclearance before releasing these actions. This will obviously delay the filling of these positions, but I will put a high priority on carrying out my responsibilities in this regard. Please be aware that these procedures affect all headquarters offices including those not located in Reston, and they are not grade or series dependent. Since we do not typically see personnel actions below GS-13 for headquarters offices not located in Reston, it is important that you make those office chiefs aware of these procedures immediately. Their requests for covered actions should be sent to the Branch of Human Resources Management Support to begin the approval process.
