The Natick Federal Savings & Loan (NFSL) property is located at 49 Main Street in Natick, Middlesex County, Massachusetts. The 0.3-acre NFSL property is identified on Natick Tax Assessor’s Map No. 43 as Parcel No. 385. The NFSL property is occupied by a single story banking facility located on the eastern portion of the property and a paved parking area on the western portion of the property. Investigations conducted by EPA and its contractors under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) include a Preliminary Assessment (PA) prepared in 1987, a Screening Site Inspection (SSI) prepared in 1991, and a Site Inspection Prioritization (SIP) prepared in 1996.


Facilities and operations that have been located on the NFSL property include People’s Laundry dry-cleaning and laundry facility (operated from 1915 to 1979), and the NFSL banking facility (operated from an unknown date prior to 1979 to the present). Potential sources of hazardous substances on the NFSL property include a No. 6 fuel oil underground storage tank that reportedly ruptured at an unknown time prior to 1967. This UST was reportedly excavated and replaced with another tank used to store No. 2 fuel oil which was subsequently removed in 1979.

During construction of the on-site parking area in 1979 free oil product was observed in soil borings on the NFSL property. In 1983, free oil product was observed in test pits on the adjacent property to the west and oil, groundwater, and soil samples were collected. Results of product sample analyses indicate this oil was either No. 6 fuel oil, No. 2 fuel oil, or a mixture of both. Results of soil sample analyses for Extraction Procedure Toxicity (EP Tox) metals and volatile organic compounds (VOCs), indicated the presence of lead and mercury at low concentrations. Groundwater sample analyses for VOCs indicated the presence of five VOCs including benzene, xylene, trichloroethene (TCE), tetrachloroethene (PCE), and 1,2-dichloroethene (1,2-DCE) at concentrations below 100 micrograms per liter (µg/L). Between May 1984 and January 1985, an oil recovery system was installed by Norwood Engineering Company 30 ft west of the NFSL property. According to the NUS Field Investigation Team (NUS/FIT), this system was designed to remove floating oil product, and not contaminants dissolved in groundwater. In 1995, the effectiveness of the oil recovery system was evaluated with inconclusive results. Further information regarding this evaluation is unavailable at this time.

Based on analytical results of groundwater samples, contaminants of concern include benzene and xylene, which are examples of BTEX compounds commonly found in gasoline and fuel oil, and TCE, PCE, and 1,2-DCE, which are examples of chlorinated organic solvents commonly used in dry-cleaning, parts washing, and tool and die making. Exposure to low concentrations of these substances does not have serious immediate health effects but the substances have been found to be carcinogenic.

As of 1996, public and private drinking water supply wells within 4-radial miles of the NFSL property serve approximately 76,498 people. In 1996, the nearest drinking water supply well is the Morse’s Pond Public Well, located in Natick, approximately 1.3 miles northeast of the NFSL property. While hazardous substances have been detected in groundwater near the NFSL property, no release of hazardous substances attributable to on-site sources has been documented.

According to NUS/FIT, overland flow on the NFSL property is directed to catchbasins which discharge directly to the ground. Groundwater influenced by the property may discharge along the banks of Pagan Brook, located 150 ft north of the NFSL property. The 15-mile downstream surface water pathway includes Pagan Brook, Lake Cochituate, an unnamed brook, and the Sudbury River. Lake Cochituate and the Sudbury River are utilized for fishing and recreation. According to the 1996 SIP, there are habitat for four State-listed endangered or threatened species and 18 miles of wetland frontage along the downstream surface water pathway. To date, no know surface water or sediment sampling has been conducted in association with the NFSL property. No release of hazardous substances to the surface water pathway attributable to the NFSL property is known or suspected.

No persons currently reside on the NFSL property but thirty three-full time workers were employed on the property as of 1996. Access to the NFSL property is not restricted. The majority of land on and surrounding the property is paved. As of 1996, the nearest residence was located approximately 300 ft southwest of the NFSL property. Approximately 8,888 and 90,305 people reside within 1-radial mile and 4-radial miles of the NFSL property, respectively. No schools or daycare facilities are within 200 ft of the property. There are approximately 1,810 acres of wetlands and habitat for two State-listed endangered or threatened species located within 4-radial miles of the NFSL property. As of 1996, no known surficial soil sampling or laboratory air sampling has been conducted in association with the NFSL property.

The property is currently in Phase II of the five phase Massachusetts Contingency Plan.
