General Comment

USFWS oversight of federal agencies ensures compliance with the Endangered
Species Act, especially in cases where federal agency personnel do not have the
time or experience to research and determine if a proposed act will emperil the
population or viability of habitat of the given species.

This is a flawed regulation. The current ESA with USFWS consultation requirement
must stand. Not only do the species in question that currently have or are
waiting (interminably so) for protection under the ESA need the current agency
consultation with USFWS, but the future of the human species depends on it.

This proposed regulation must not be passed.
