Subject:            Work Load Measure Accomplishment Reporting and Tracking for the Surface                          Management Program
 
PROGRAM AREA: Surface Management
 
PURPOSE: The purpose of this Instruction Memorandum is to let all field offices know that Quarterly Surface Management Reports are no longer required. The quarterly accomplishments will be derived from LR2000 by the Washington Office.
 
BACKGROUND: The Washington Office required the submission of a Quarterly Surface Management Report in order to provide accurate accomplishment reports to Congressional staff. Previously, the Quarterly Surface Management Report, LR2000 and MIS reports did not match which created an accounting problem.      
 
POLICY/ACTION: The Washington Office will extract work load accomplishments from LR2000 on a quarterly basis. It is imperative that LR2000 and Management Information System (MIS) produce the same number of accomplishments for a given work load measure. In order to do this, accomplishments should be entered into MIS by the 5th of every month and into LR2000 within 5 working days of each action (Washington Office Instruction Memorandum 2005-126).   Timely entry into LR2000 will be critical for Utah to meet their Surface Management work load measure targets for 2006.
 
The Solid Minerals Branch and Information and Technology Management Branch will generate reports to verify whether or not MIS and LR2000 accomplishments match. When the systems do not match, they will notify the Geologist or Surface Management Specialist in the respective field office of the discrepancy. Discrepancies should be corrected as soon as possible but no later than the next reporting period (the 5th of the every month).    
 
TIMEFRAME: Effective immediately.

BUDGET IMPACT: A minimal cost savings will be realized since Quarterly Surface Management Report information will be pulled from an existing database (LR2000).
 
MANUAL/HANDBOOK SECTIONS AFFECTED: No manual/handbook sections will be affected by implementation of this IM.
 
COORDINATION: This IM has been coordinated with the Solid Minerals Branch in the Washington Office, Information and Technology Management Branch at the Utah State Office, Solid Minerals Branch at the Utah State Office and Budget and Analysis Branch at the Utah State Office.
