October 26, 1998: Student Educational Employment Program; Final Rule

The Office of Personnel Management is issuing final regulations governing the Student Educational Employment Program. The regulations recodify the two components of the Program; implement Executive Order 13024, which permits noncompetitive conversion of certain employees of the Student Educational Employment Program to term appointments; clarify certain definitions; and make related editorial changes to part 315. October 21, 1998: Report on 1997 Surveys Used to Determine Cost-of-Living Allowances in Nonforeign Areas; Notice

This notice publishes the "Report on 1997 Surveys Used to Determine Cost-of-Living Allowances in Nonforeign Areas." The results of the surveys are used to determine cost-of-living allowances (COLAs) paid to General Schedule, U.S. Postal Service, and certain other Federal employees in Alaska, Hawaii, Guam and the Commonwealth of the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. This report provides the basis for an increase in the COLA rate for the City and County of Honolulu, Hawaii, allowance area being published by OPM in the interim rulemaking immediately below. October 21, 1998: Cost-of-Living Allowances (Nonforeign Areas); Honolulu, HI; Interim Rule

The Office of Personnel Management is publishing an interim regulation to increase the cost-of-living allowance (COLA) rate paid to General Schedule, U.S. Postal Service, and certain other Federal employees in the City and County of Honolulu, Hawaii. This regulation increases the Honolulu COLA rate from 22.5 percent to 25 percent. Additionally, OPM is broadening the composition of the Miscellaneous Expense Category used in the COLA methodology. This amendment will permit OPM additional flexibility in organizing survey data under the COLA model. Further information may be obtained from Donald L. October 21, 1998: Cost-of-Living Allowances (Nonforeign Areas); Kauai, Honolulu, HI; U.S. Virgin Islands; Final Rules

The Office of Personnel Management published an interim regulation for comment on March 25, 1997, (62 FR 14188) to increase the cost-of-living allowance (COLA) rates paid to General Schedule, U.S. Postal Service, and certain other Federal employees in Kauai County, Hawaii, and the U.S. Virgin Islands. The effect of this interim regulation was to raise the COLA rate for Kauai County from 20 percent to 22.5 percent, and to raise the COLA rate for the U.S. Virgin Islands from 17.5 percent to 20 percent. October 15, 1998: Federal Employees Health Benefits Program Improving Carrier Performance; Conforming Changes; Final Rule

The Office of Personnel Management is issuing a final regulation that implements OPM's initiative to ensure high quality customer service to its enrollees in the Federal Employees Health Benefits (FEHB) Program by establishing a performance evaluation program that will hold community-rated carriers accountable for their performance. October 13, 1998: Prevailing Rate Systems; Environmental Differential Pay for Working at High Altitudes; Proposed Rule

The Office of Personnel Management is issuing a proposed regulation to establish an 8 percent environmental differential pay (EDP) category for Federal Wage System (FWS) employees who work at land-based worksites located at more than 3900 meters (12,795 feet) in altitude, provided such employees are required to commute to their worksites on the same day from a substantially lower altitude under circumstances in which the rapid change in altitude may result in acclimation problems. October 5, 1998: Submission for OMB Review; Comment Request for Reclearance of a Revised Information Collection

Announces that the Office of Personnel Management has submitted to the Office of Management and Budget a request for reclearance of a revised information collection. October 5, 1998: Performance Ratings; Final Rule

The Office of Personnel Management is issuing final regulations to codify longstanding policy regarding retroactive, assumed, and carry-over ratings of record. These regulations amend the performance management regulations to explicitly specify that ratings of record are final upon issuance unless challenged by the employee, and that retroactive, assumed, and carry-over ratings of record are prohibited.
