September 16, 2004

GENERAL ITEMS

Karen Metler (FMS) opened the meeting and introductions were made. Karen noted items on the agenda to be presented, stating that crosswalk items will be interim changes to the June 2004 TFM. Karen also stated that an updated OMB Circular No. A-11 was released in July and some of the crosswalk changes are the result of that release.

AGENDA ITEMS

Melinda Pope (FMS) briefly highlighted changes to the 2004 SOF crosswalk, stating there would be other updates to the crosswalk in the near future.

Toni Clark (FMS) discussed the agency specific changes to the 2004 FMS-2108 crosswalk, naming those agencies involved.

Michele Crisman (FMS) presented changes to the FACTS II attribute table, input screen, and trial balance report stating the need to have consistency among them. Bruce Henshel (DOC) questioned why the credit cohort attribute was missing from the attribute table. Michele stated there was never an attribute for credit cohorts on the table, and there shouldn't be because the cohort is related to a TAFS and not a USSGL account.

Karen Metler (FMS) discussed changes for the P&F crosswalk, stating the changes are a result of the recent A-11 release. Barbara Harbell (DOE) asked about the addition of the Availability_Time attribute for USSGL account 4450 Unapportioned Authority. Until there can be further discussion between USSGL and OMB, the attribute will not be turned on.

Kathy Winchester (FMS) highlighted the A-11 changes to the SF-133 crosswalks informing the group that most of the changes are related to formatting and line revisions.

Teresa Tancre (OMB) reminded the group of reporting deadlines, and stressed that the revision period will be December 1-15 and not in January. She stated that the revision period is for consistency with the Budget, not agency financial statements. Teresa recommended use of OMB's Web site, www.whitehouse/omb/reports, to access the quarterly P&F that is there for agencies to use.

Rita Cronley (FMS) informed those present that the FACTS II team will not make revisions for agency items not originally input to MAX, this is due to the importance of FACTS II being consistent with the Budget. The 4th quarter FACTS II reporting window will open no later than October 15.
