05-06                     Two New Blanket Purchase Agreements                     August 15, 2006

                   for Predeparture Services for Training Participant

Expiration of the START Task Order and the implementation of Two Blanket Purchase Agreements for Pre-Departure Participant Training Services.

HRH/ETW would like to remind the Mission CTOs' and Technical Assistance Contractors (TAC) utilizing the START mechanism that the project end date is AUGUST 31, 2006.   Once START reaches its end date, pre-departure training services will be transferred to two Blanket Purchase Agreements (BPA) which will start on SEPTEMBER 1st, 2006, and will continue through SEPTEMBER 30, 2009

Through these market driven mechanisms, the necessary pre-departure services continue to be available to provide support for Strategic Objective Teams preparing individuals for overseas travel as part of training programs.  The selected service providers are the Institute for International Education (IIE), and AMIDEAST.  The planning and the design of all types of training programs will now be the responsibility of the Technical Assistance Contractor (TAC).  Payment of task orders issued under the BPA will be made by the authorized TAC.  The use of the two BPAs by the TACs is optional.  However, TACs are not allowed to purchase the same services offered by the BPAs at prices higher than those in the BPAs.

While meeting the needs of the Technical Offices, there are a number of significant changes in the process.  IIE and AMIDEAST will host a  reception to answer questions which CTOs and TACs may have.  This will be held at:

These "cross-cutting services" referred to above have been divided into three logical areas; (1) visa processing in cooperation with the U.S. Embassy Consular

Affairs Office and logistics; (2) English language Testing and Training (ELTT); and (3) medical examinations through agreements with health facilities.  

The services specified under items (1) and (3) will be performed by IIE, whereas those specified per item (2) will be performed by AMIDEAST.
