S. Department of Education published final regulations on January 25, 2007 for the Annual Mandatory Collection of Elementary and Secondary Education Data. These landmark regulations now require mandatory collection of data for EDFacts collections. The Office of Management and Budget previously approved the SY 2006-2007 data collection for EDFacts as a mandatory collection (1875-0240) on September 26, 2006. To assist states in transitioning to the mandatory collection of EDFacts data, the new regulations permit the development of a transition plan for state data providers who may not be able to provide all the SY 2006-2007 data in the designated EDFacts file formats by 2007. The first step in building a transition plan is to develop and submit this years data submission plan by the end of February. This plan should identify data that will be submitted to EDFacts in the EDFacts file format, by the specified submission dates. To meet regulatory requirements, a complete transition plan that includes the annual data submission plans for SY 2007, 2008, and 2009 is due no later than the end of May 2007 for approval by the Secretary. The EDFacts team will identify a few states that set the pace as leaders in providing best practice examples of transition plans for their peers. Throughout the process, the Department will continue to collaborate with states to strengthen their data systems and advance the use of data collected through those systems to improve education within the states. In addition, the Department will work closely with states as partners in the identification, collection, and reporting of complete, accurate, timely, and valid education information to minimize compliance oversight for states that do not provide timely data. In publishing final regulations on mandatory EDFacts data collections, the Department of Education affirms that in all cases, the Department is committed to providing the support that is needed to help individual states that are making reasonable, concerted, good-faith efforts to comply with the EDFacts data submission requirements. The Department is not interested in penalizing states for minor, technical infractions, rather, the Department will work with states to establish reasonable criteria for what a complete submission entails. This message is the first step in establishing what is considered to be a reasonable, concerted, good-faith effort to meet the requirements of these regulations. EDEN Submission System Version 3.0 Online On January 16, the new Version 3.0 for the EDEN Submission System (ESS) went online. Users may access this new version and download the latest supporting documentation on  HYPERLINK "http://www.ed.gov/edfacts" www.ed.gov/edfacts. Major updates include the ability to submit data for the SY 2006-07 data collection for all early and middle submission period files; a submission error report detailing a summary of submission errors related to EDEN IDEA file submissions; new changes in the FY 2006-07 Directory File; and others. In preparation for the opening of ESS v.3.0, extensive testing was conducted during the four weeks prior to launch. Three WebEx trainings were offered in January to EDFacts and CCD Coordinators to help them prepare for successful 2006-07 file submissions and a smooth pilot year for the CCD/EDFacts merger. Additional training on the changes to EDFacts will be offered at NCESs annual MIS conference held from February 28-March 2 in Atlanta, Georgia. Version 3.1 of the ESS is expected to go online in early March 2007. Merger of EDFacts with the Common Core of Data (CCD) for SY 2006-07 The EDEN Submission System (ESS) Version 3.0 launch in January 2007, marked the beginning of the CCD/EDFacts merger. All states will submit their SY 2006-07 CCD non-fiscal data directly to ESS. To prepare for the SY 2006-07 data collection, the CCD/EDFacts merger team recommends that states focus on finalizing their SY 2005-06 data reconciliation and prepare a submission plan with actual expected submission dates for SY 2006-2007. Many states have discrepancies between their SY 2005-06 EDFacts and CCD data. For the merger to be successful, these differences must be reconciled to create a solid baseline for EDFacts and CCD. States who have not reconciled their SY 2005-06 universes will experience a higher volume of submission errors. The CCD/EDFacts team recommends that all states review their data universes to ensure readiness for the merger. Beginning with SY 2006-07 data, states will be unable to submit any data directly to CCD. States will submit all their CCD non-fiscal data to ESS. The data will be automatically forwarded to CCD and undergo the same match and edit process that CCD coordinators are familiar with. The single exception is for SY 2005-06 graduates/completers and dropout data. CCD will provide an alternate submission method to states that are unable to provide this data to ESS. This alternate method will not be available in future collection years. During this pilot year, both EDFacts and CCD coordinators should expect slightly different processes than they have experienced in prior years. Some changes are the product of the hybrid CCD and EDFacts system for the pilot year, and will disappear once the merger is complete. Others are new permanent functions for the ESS system. To prepare states for these changes, the EDFacts partner support team offered three WebEx trainings during January. Additional training will be available during the MIS Conference in Atlanta, Georgia. SY 2005-06 Consolidated State Performance Report (CSPR) Part I of the SY 2005-06 CSPR closed on March 1, 2007 for states to amend their previous Part I submission and re-certify their data. The Department will soon provide the state CSPR coordinators with a list of data quality issues to verify (e.g., omissions, differences from prior year data, or other data quality observations) for Part II. The CSPR Part II portal will reopen on March 20 through April 3. After that date, the Department considers the SY 2005-06 CSPR data final and will begin to prepare the Annual Report to Congress. Additional States Qualify to Submit Individuals with Disabilities Education Act (IDEA) Data Via EDFacts The Department continues to analyze state reported IDEA data in order to qualify states as EDFacts-only submitters for specific IDEA data collections (i.e., exiting, child count, educational environments). Twenty-nine states are now qualified as EDFacts-only submitters for SY 2006-07 IDEA exiting data. Congratulations are extended to Arizona, Florida, Georgia, Kentucky, and North Carolina for joining the ranks of the EDFacts-only Exiting data submitters. These five states received a letter signed by both John Hager, the Assistant Secretary for the Office of Special Education and Rehabilitative Services, and Kerri Briggs, the Acting Assistant Secretary for the Office of Planning, Evaluation and Policy Development, informing them to submit their SY 2006-07 IDEA exiting data exclusively through EDFacts. The Department is also analyzing the SY 2006-07 child count and educational environments submissions and hopes to identify additional states as EDFacts-only submitters for their SY 2007-08 data. 2006 Civil Rights Data Collection (CRDC) The 2006 Civil Rights Data Collection (CRDC), which collects information on SY 200506 and SY 200607, opened on January 16, 2007 to a sample of 5,934 LEAs for their data submission into the EDFacts Survey Tool. Of 6,020 LEAs in the sample, As of February 15, 2007, 370 LEAs completed their submissions and an additional 2,174 are in progress with their data entry. Simultaneously, efforts are underway to load legacy CRDC data into EDFacts. At this point, data for 2000 and 2004 have been loaded and are in testinged. Once all data are loaded and verified and report templates designed, users of EDFacts will be able to access and compare civil rights biennial data across nearly 40 years. The 2004 and 2006 CRDC surveys have been implemented primarily using an EDFacts-based Web survey tool. ED plans to merge the CRDC into the state-level EDFacts collection over the next four years. All data groups and categories for the CRDC will be included in the 200708 OMB EDEN package, but submission by states for 200708 will not be mandatory. A transition plan will be in effect for states 200809 submission of civil rights data, with details to be determined during the 200809 clearance process. The Civil Rights Data Collection (CRDC) is a legislatively mandated survey of a sample of school districts conducted biennially since 1968. It provides data on key education and civil rights issues in our nation's public schools for use by ED's Office for Civil Rights and other ED offices as well as policymakers and researchers outside of ED. The CRDC collects information about students in public schools, including enrollment, educational services and academic proficiency results, disaggregated by race/ethnicity, sex, limited English proficiency and disability. Indian Education Data Collection (EASIE) LEAs (or tribes) who apply for SY 2007-08 funds under the Indian Education Formula Grant Program are using the new Web system known as Formula Grant Electronic Application System for Indian EducationFormula Grant EASIE. Student count submissions, a required phase of applying for funds, were due via EASIE by February 20, 2007, and more than 1,200 applicants submitted. Staff in the Office of Indian Education are currently reviewing those submissions and will be using EASIE to calculate allocations based on student counts and appropriations. Applicants whose submissions are validated will be notified in March of their projected allocation amount and invited to re-enter the EASIE Web site to submit their project objectives and their performance and budget data, which are due April 30, 2007. The Department expects to make the grant awards on July 1, 2007. Because of this Web process, the July awards are expected to be for exact final amounts, whereas in the previous paper process, the July awards were based on preliminary amounts and grantees were required to submit a second application with final information. In addition to assisting users prior to submitting files, this document also serves as a reference for states after file submission to help understand and correct any identified problems with submitted files. 2007 EDFacts Coordinators Meeting May 15-16 in Dallas, Texas The Spring EDFacts Coordinators Meeting will be held May 15 and 16 in Dallas, Texas. Registration for the meeting will open in late February or early March. This year, the EDFacts Coordinators Meeting will overlap slightly with a Council of Chief State School Officers (CCSSO) conference on data systems for chiefs, deputies, and state chief information officers, scheduled for May 13-15. State EDFacts Coordinators will be invited to participate in the Tuesday morning segment of the data systems conference.
