Description:		This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separate from this announcement. Solicitation DE-RQ65-05WG70225 is issued as a Request for Quotation. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-5. A firm-fixed price contract will be awarded using Simplified Acquisition Procedures. This solicitation is 100% small business set-aside. The North American Industrial Code (NAICS) is 335999 and the business size standard is 500 employees or less. COMMERCIAL ITEM SPECIFICATION Uninterruptible Power Supply System The U.S. Department of Energy, Western Area Power Administration, Desert Southwest Customer Service Region requires: • Uninterruptible Power Supply System Complete item descriptions and specifications are detailed within the attachment labeled “DSW UPS Specification”. FOB Destination. Please indicate the manufacturer and part number of the product quoted. The following FAR clauses/provisions are applicable to this acquisition. FAR Clause/Provisions, 52.203-3, Gratuities, 52.212-1, Instructions to Offerors Commercial Items, 52.212-2, Evaluation – Commercial items applies to this acquisition. The Government intends to award to the responsible contractor whose quotation is the most advantageous to the Government, considering price and price-related factors. Technical specification compliance and past performance when combined are slightly more important when compared to price. Contractor shall submit with their offer, product information data of product offered, in addition to at least 3 (three) references for past performance for the intention of offer evaluation. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Item, 52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items found at http://farsite.hill.af.mil/vffara.htm or reference ORCA registered. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
