1) NOAA, EPA Seek Public Comment on Maryland Coastal Polluted Runoff Plan

The National Oceanic and Atmospheric Administration (NOAA) and EPA are seeking public comment on Maryland's coastal polluted runoff plan. In 1998, 29 coastal states and territories, including Maryland, submitted plans and in 1998 received preliminary approval jointly from NOAA and EPA. While EPA oversees national water quality programs, NOAA administers the state-focused Coastal Zone Management Program, of which the non-point plans are a part. The program is a unique partnership between federal and coastal state and territorial governments that encourages balancing between land and water uses in coastal zones, as well as conservation of fragile coastal resources.

2) Revising the Forest Service Planning Regulation

The U.S. Forest Service is proposing changes to guide land and resource management planning for the National Forest System. The proposed rule describes the framework for National Forest System planning; makes sustainability the foundation for National Forest System planning and management; and establishes requirements for implementation, monitoring, evaluation, amendment, and revision of land and resource management plans. The intended effects are to simplify, clarify and otherwise improve the planning process; to reduce burdensome and costly procedural requirements; and to strengthen collaborative relationships with the public and other government entities.

Proposed Sections 219.9 (4) -priority watersheds and 219.20(b)(iv)(6) -protection of soil and water resources/compliance with Clean Water Act requirements may be of specific interest to reviewers.
