SKIM MILK POWDER (SMP):  European skim milk powder markets are weak with prices 
unchanged to lower.  Traders and handlers state that international sales remain 
limited even with the re-activation of export subsidies.  Various traders 
speculate that prices will need to move lower before buyers return to the market 
place.  Stocks are reported to be available for immediate shipment for both 
domestic and international needs.  Some traders and handlers are concerned about 
inventory levels with the new production season just around the corner.
