PUBLIC NOTICE DA 96-564 FEDERAL-STATE JOINT BOARD ON UNIVERSAL SERVICE TO CONVENE AN OPEN MEETING AT 8:30AM ON FRIDAY, APRIL 12, 1996 (CC DOCKET NO. 96-45) Released: April 10, 1996 The Federal-State Joint Board on Universal Service will hold an Open Meeting on Friday, April 12, 1996 at 8:30 a.m., in Room 856 at 1919 M Street, N.W., Washington, D.C. At the meeting, the Federal-State Joint Board will hear from panels of experts addressing universal service issues set forth in Section 254 of the Telecommunications Act. Specifically, the panelists will address issues relating to competition and universal service, and the telecommunications needs of low income consumers; schools, libraries, and health care providers; and consumers living in rural, insular, and high cost areas. In addition to the panels, Richard W. Riley, Secretary of the Department of Education will make a presentation on issues of relating to universal service for schools and libraries.
