THE SPECIALLY ADAPTIVE HOUSING PROGRAM
Certain veterans with specific service-connected disabling conditions may be entitled to a grant from the Department
of Veterans Affairs for purposes of constructing a new specially adapted dwelling, or, to adapt an existing dwelling
to meet their specific needs. The goal of the Specially Adapted Housing (SAH) Program is to provide a barrier-free,
wheelchair accessible living environment which affords the veteran a level of independent living he or she may not
normally enjoy.
Two independent grants currently exist within the SAH Program under Title 38, Chapter 21, Section
2101. Each is administered for the six New England states at VA's Regional Loan Center in Manchester,
New Hampshire. They are:
- Specially Adapted Housing (SAH) Grant {2101(a)} up to a maximum of $50,000.00. Eligible
veterans must be entitled to compensation for permanent and total service-connected disability due to:
- Loss or loss of use of both lower extremities, such as to preclude locomotion without the aid
of braces, crutches, canes, or a wheelchair, OR
- Blindness in both eyes, having only light perception, plus the anatomical loss or loss of use
of one lower extremity, OR
- The loss or loss of use of one lower extremity together with residuals of organic disease or
injury which so affect the functions of balance or propulsion as to preclude locomotion without the
aid of braces, crutches, canes, or a wheelchair OR
- The loss or loss of use of one lower extremity together with the loss or loss of use of one
upper extremity which so affects the functions of balance or propulsion as to preclude locomotion
without the aid of braces, crutches, canes, or a wheelchair, OR
- The loss of, or loss of use of, both upper extremities such as to preclude use of the arms at or above the elbows.
- Special Housing Adaptation {SHA} Grant {2101(b)} up to a maximum amount of $10,000.00. Eligible
veterans must be entitled to compensation for permanent and total service-connected disability due to:
- Blindness in both eyes with 5/200 visual acuity or less, OR
- Anatomical loss or loss of use of both hands.
