General Comment

I have just learned that recent scientific work by the University of Michigan
Transportation Research
Institute (UMTRI) showed that there is no apparent difference in high visibility
performance between
ANSI 107-2004 Class 2 vests, ANSI 207-2006 vests, and NFPA 1971-2007 turnout
garments.
Firefighters need to have the option to use turnouts to comply with the new
Federal high visibility PPE
regulations, so they can have high visibility safety apparel that is completely
compatible with the fire
service’s risk environment. Since there are no requirements for flame or heat
resistance for protective
apparel in the ANSI standards, I request that the FHWA include an option in the
2009 MUTCD Ch. 6 for
fire service personnel to be able to meet the high visibility garment requirement by
wearing PPE with
high visibility materials and design compliant to NFPA 1971 Standard on
Protective Ensembles for
Structural Fire Fighting
