FISC Norfolk Contracting Department Philadelphia intends to procure the services of a Congregational Pastor at the U.S. Naval Academy, Annapolis, MD. The statement of work for this requirement is as follows:

The U.S. Naval Academy Command Religious Program (CRP) Congregational Pastor is a principle advisor on pastoral care and spiritual formation for participants from the local community to the Command Chaplain who reports directly to the Superintendent. The Congregational Pastor will provide the pastoral care, administration and leadership in support of the Command Chaplain’s ministry initiatives. The Congregational Pastor is primarily responsible for the development and oversight of pastoral care, ministries and programs of the CRP to participants while ensuring alignment with the overall spiritual dimension of the Naval Academy’s mission “to develop midshipmen morally.” The position is located in the Chaplains Center, United States Naval Academy (USNA). In this statement of work, the Congregational Pastor is referred to as “provider.”



GENERAL INFORMATION REGARDING THE PROVIDER’S RESPONSIBILITES:



1. The environment includes 7,000 faculty, midshipmen and staff living and working on the campus of the Naval Academy (the Yard), their families, and the many people from the local community who participate in Academy chapel activities. It encompasses working with a staff of active duty Navy chaplains of the Roman Catholic, Jewish and Protestant faiths, enlisted support personnel, government employees and contract personnel. Besides the chaplains' office complex, the physical environment includes the historical Naval Academy Chapel, the newly constructed Commodore Uriah P. Levy Center and Jewish Chapel, Mitscher Hall Chapel, a national historic cemetery and columbarium, and various sites on the Yard. Beyond those personnel who live and work in the Yard, there is significant interaction with parents of midshipmen and candidates, alumni, staff family members, candidates, participants from the local community, as well as tourists



2. Hours of Performance. Anticipated work hours are 40 hours per week. Exact work hours will be based on requirements as defined by the Contracting Officer Representative (COR). These are the anticipated number of hours of service per month that shall be provided, and there may be variations of up to plus/minus 10%.



3. The Command Chaplain provides broadly defined missions and functions. The provider proceeds with a high degree of independence and self-direction in managing the CRP. The provider makes extensive un-reviewed programmatic and managerial judgments concerning the interpretation and implementation of CRP policy. The provider is an ex officio member without vote of the chapel advisory council and provides regular recurring reports.



4. Guidelines provided are necessarily and exceptionally broad and general in nature in order to accomplish ministry in a multi-faith, pluralistic environment with a sizeable number of ministry providers and recipients. Although established regulations must be followed, situations frequently arise which must be handled by the incumbent that do not lend themselves to resolution by established policies or procedures. Sound judgment is essential. USNA has a well defined mission, unique to the Navy, to which the mission of the CRP provides its own unique input and support in the form of spiritual formation, support and instruction with the goal of integrating an individual's faith into his/her professional life. The provider is a recognized expert on ministry and the needs of the various faith groups represented on the Yard, as well as the challenge of the practice of faith as a professional military leader.



5. Provider’s assignments require an unusual depth of knowledge and skills in several distinct areas: pastoral ministry, including conduct of services, sacraments and spiritual formation; ministry leadership and management; staff development, leadership and management; programmatic visioning, and goal-setting These various components must be integrated in a variety of ways, both time-proven and innovative, to ensure a highly functioning, fast paced overall program of ministry provision and pastoral care to participants including alumni, faculty, staff, eligible family members, participants from the local community, friends of, visitors to, and tourists at the U.S. Naval Academy as well as the Brigade of Midshipmen. Sensitivity to potentially volatile pastoral situations and personal needs, both of congregants and staff, is integral and indispensable to this position. Consequently, insight to the intended and unintended consequences of decisions, both his/her own and those of other staff members, and an ability to recall past ministry experiences with a view to informing present considerations are necessary to this key staff member.



6. The work of the Congregational Pastor directly and indirectly affects the spiritual development and formation of participants by helping to provide worshipping congregations within which they can learn and grow in their faith and spiritual formation. By ensuring respective congregations have the necessary support and proper environment, worshipping communities can flourish and provide spiritual homes for the midshipmen of their respective faith-groups. The provider is expected to identify, recommend and execute means of and methods for continually improving the worshipping communities and their ancillary support ministries (religious education, nursery, weddings, funerals, memorial services, inurnments, interments, and USNA class-memorial services).



7. The provider has regular and extensive contact with a wide range of management officials and executives within and beyond USNA. These include outside organizations such as representatives of other service academies, civilian institutions, and local clergy organizations. He/she will also network with a wide variety of individuals and organizations on the Yard, both in their professional capacity and as congregants of the various faith communities and community churches and faith groups, particularly with regard to their association with participants and also with midshipmen. It is essential that the provider understand completely and support fully the clergy-penitent privilege.



8. The provider’s contacts are for the purpose of coordinating, liaising and influencing decisions regarding services needed from different entities and to provide for those same entities. These may include contacts with visiting dignitaries, Academy senior executives and managers to coordinate public events. With members of congregations, these contacts will also include personal and congregational pastoral needs.



9. Work requires a considerable amount of walking, stooping, bending and climbing. Work is performed in a typical office setting as well as in areas under construction or renovation, with the provider observing normal safety precautions.



TASKS:



1. The provider shall primarily assist alumni, graduates and local participants in the CRP in the integration of their faith in the life of the Naval Academy and how they contribute to the moral mission and the training and education of midshipmen. The provider will also assist participants, staff, faculty as well as midshipmen in the expression of their faith in the life of the Naval Academy, their present and future rolls as military leaders, or the training and education of midshipmen.



2. The provider shall provide advice and counsel on the status of current programs and ministries, as well as recommendations for their improvement and development of new initiatives to better serve the spiritual needs of all. These will include, but not be limited to, such pastoral care and visitation of participants in their workplace, home or hospital, spiritual formation programs including small groups, establishment and supervision of chapel nursery, coordination of chapel fellowship with intra-congregational (faith group specific) and inter-congregational (ecumenical) fellowship experiences, retreats, prayer chain, video team, adult weekly scripture studies, and other programs of spiritual development and formation to provide participants the congregational experiences within which they can experience fellowship and spiritual development, a vital factor in the fulfillment of the Academy's overall mission of moral development.



3. The provider shall serve as a coordinator for volunteer activities and ensure annual validation of congregational directory.



4. The provider shall develop and implement ministry plans in support of the overall CRP’s mission. The provider will anticipate and respond to the pastoral needs of the various congregations in concert with the respective faith group chaplains, and develop ministries to meet the needs, as directed by the Command Chaplain.



5. The provider shall act as an instructor in moral and ethical development for midshipmen (see “Qualifications for Provider” paragraph 5).



6. The provider shall act as ex officio member without vote of each congregation's Chapel Advisory Council; providing input, counsel and advice where appropriate. The provider will function as liaison to the respective councils on matters relative to their congregation's pastoral programmatic needs, in consonance with the respective chaplains.



7. Insofar as they are compatible with his/her faith group, the provider shall participate in ministries including officiating at weddings, funerals, memorial services, inurnments, interments, and USNA class-memorial services.



8. The provider shall also provide pastoral and sacramental ministries and programs of spiritual formation as directed by the Command Chaplain.



QUALIFICATIONS:



1. Provider should possess unqualified support for the work and mission of the Naval Academy, as well as the CRP in direct and integral support of the mission. He/she must be experienced, skilled and possessed of a proven willingness to work with clergy and adherents of all faith groups.



2. Provider should possess proven and renowned facility with interpersonal relationships professionally, pastorally and socially, in order to engage in interaction with midshipmen, graduates, faculty, staff, their family members, parents of midshipmen and candidates for admission, together with participants from the local community as well as tourists.



3. Provider should be an ordained clergy of a faith group recognized by the Department of Defense to provide ministry to the Armed Forces and maintain ordination credentials. The incumbent's experience and education must reflect strong organizational attributes, leadership skills, team development, team building, and organizational behavior management.



4. Provider should possess in-depth knowledge and first hand experience of the Chaplain Corps, the Naval Academy and the mission, tasks and functions of the Academy's Command Religious Program.



5. Provider should have requisite educational credentials and classroom experience at the college or graduate level to serve as an instructor for midshipmen classroom instruction as well as proven abilities and education to instruct congregants in religious matters consonant with his/her ordination credentials. Provider will, in accordance with academic qualifications and professional experience, be qualified to serve as an instructor in Naval Leadership and Ethics courses, such as NE203: Moral Reasoning for Naval Leaders. (See “Tasks for Provider” paragraph 5).



6. In general, the provider should possess the knowledge and the necessary attributes and skills to effectively execute the duties and responsibilities as listed above. This includes providing essential executive level guidance for administration of the Command Religious Program and to assume leadership, advisory, management and development roles with respect to the departmental functions outlined above.



7. Additionally, the provider requires facility with standard software in use in an office environment.



Offerors are to submit their proposal in two parts. Part I will consist of a resume containing the offeror’s qualifications including, but not limited to, education and employment history as they relate to the required qualifications outlined in the statement of work. Resume shall also include a cover letter summarizing the offeror’s qualifications and abilities for the position as they relate to this solicitation. Part II shall be the monthly fixed price for performance of this requirement.



The Government intends to award a contract to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in the solicitation. The evaluation of proposals will consider the offeror's technical proposal (resume) more important than the offeror's price proposal).



Resume shall also include certificate or other documentation certifying ordination in a faith group recognized by the Department of Defense to provide ministry to the Armed Forces and maintain ordination credentials.



Request for Quotation (RFQ) N00140-06-Q-2280 contemplates a firm fixed price contract. Base Period of Performance beginning 15 days after date of award through 30 September 2006, plus one - one-year option period. This is a combined synopsis/solicitation for commercial items prepared in accordance with Simplified Acquisition Procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is set aside 100% for small business firms. The applicable NAICS Code is 813110 with a size standard of $6M. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. It is requested that qualified sources are capable of providing all of the following Contract Line Item Numbers: 0001 Base Period – Congregational Pastoral Services, award through 30 September 2006, 0002 Option I- 12 months following the base period. Quoters are to provide the price per month as well as the total price for the Base Period and Option 1. The provision at 52.212-1, Instructions to Offerors Commercial Items, is applicable to this procurement.
