The U.S. Army Corps of Engineers, Baltimore District, Baltimore, MD intends to negotiate on a sole source basis to the National Institute of Building Sciences (NIBS) under statutory authority of Public Law 93-383 (which specifically authorizes agency and departments to contract with NIBS). This requirement is for Technical and Research Support in the Areas of Building Science, Building Regulation, and Building Technology. A Patent License Agreement has been issued with NIBS for distribution of this technology. Based on statutory authority, USACE Baltimore has not identified any other sources that can provide this requirement. The anticipated award date of this contract is 01 December 2007. This will be an indefinite delivery/indefinite quantity co ntract for a base year and four option periods. The maximum amount per year will be $1.5 million; however, the total amount of the contract will not exceed $7.5 million over the life of the contract.
