Romania has applied for a loan from the European Bank for Reconstruction and Development (the “Bank”) and intends using the proceeds for a project for tram track rehabilitation; rehabilitation of city streets; procurement and implementation support and for public transport management consultants. The City of Arad will be the implementing agency. The proposed project, which has a total estimated cost of EUR26.9 million equivalent for works and consultancy services, proposed to be financed by the Bank, Romania and donors will require the procurement of the following works and services:

(a) tram infrastructure rehabilitation along the main north-south axis and city street rehabilitation along the same corridor;

(b) procurement and implementation supervision;

(c) public transport management consultants (donor financed)

Tendering for contract (a) is expected to begin in 2006 and tendering for contracts (b) and (c) is expected to begin in the third quarter of 2005.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
